Ok, rules are up. Apart from a few minor changes, the only difference is that I decided to introduce navies (A European map simply has too much water to ignore them.) They can be built from Armies at a port and used to transport armies across the sea like in Diplomacy, and of course to fight other navies.

I'll put up the map later today, and then sign-up can begin!

Your time limit is wonky, it uses 250 turns on 10 turn/year count. Other than that I see no glaring errors. We will see how navies work!

Well, we might need a map in order to know how to form our nations.
No use making a country based on seafaring when it's located in the mountains.

Yeah, I'm working on it. I'm basing it on a Diplomacy map, with about twice as many provinces. So even if you can't pick a province right now, you can at least decide to settle in France, or the UK, or Serbia, or Turkey, or whatever and plans accordingly.

It should be 1; I've lowered it in new rules (that Sheb received) because Railroads and Trade Treaties now give PI boosts as well.

Right. I decided to allow 2 PI/turns, 3 for Dictatorship/Democracy. 1/turn seems... Way too low.
