So, I've been going through the diplomatic options, and I can't help but notice there are only symmetrical treaties. You can't, for example, grant someone military access (not without a formal alliance).

Holy Fuck, so many research pacts. I'm considering dropping them from the rules.

By my math, they drop off in utility later in the game.

Maybe you could bump it to 1RP per 4 academies, and limit them to a maximum of two per empire?  That'd make them more of a valuable commodity.
