Well, for starter even under the old rules, the difference is that I start my turn with the provinces, so I can give them out during my turn.

Second, I changed the rules so that provinces can now be given whenever, but the transfer is only effective at the end of the turn.

So you could have given them to me, but choose to void the deal based on information from my turn?

There's nothing in the precedent saying you can't trade newly acquired provinces. It says no more and no less than that you can only trade provinces on your turn.

Thus both trades should have gone through, being proposed on your turn and conditions validated on mine.

The deal was by definition not made during my turn, since I didn't expect to have those provinces. Hence, I would never have included that deal in the order list, if I actually went around writing one down for the NPC.

End of your turn is still your turn.

Edit : I also find it very doubtfull that you make an exception for the trades made before mine, and then changes the rules for those after. Either you should have managed those trades under the new system, or added them to the old exception list. Rather arbitrary to drop those, especially since that could have had significant influence on my turn.

So, just to confirm: technology trade is not instant now?

On an unrelated note, are capitals considered HQs for the purpose of radio tech?

a1s: Capital do count as HQs for that purpose, yes. Technology trade already wasn't really instant, since you'd only get the effect of the technology the turn after you got it. The new system is clearer, the only difference being that you can't re-trade a technology on the turn you get it now.

10ebbor10: It's not about your trade or not your trade. You still have Modern Chemistry for example, despite the fact that that trade was also illegal. It's just that all of last turn's illegal trades were undone after a1s pointed out they were, well, illegal. The trades from before last turn were left in place because a) They would be a pain in the butt to retcon. and b) No one called foul at the time.

Question for you.


A and B are allied.  A and C are at war.  B and C are at peace, but not allied.

A has troops in B's lands, which are on C's border and threatening to invade.  C wants to attack these troops.  Let's assume the province in question has a fort.


Can C attack the troops in A at all without going to war with B?  If so, what would happen?  Would the fort count for A?  If C won, would the troops just turn around and go home?

After all, you can't attack units, you can only move units, and an attack is a consequence of such a move.

Well, moving into a province of someone you're not allied with is a declaration of war, so in your example, C would be declaring war on B.

Haspen: They're noted down, they'll only be effective next turn onward.

Another interesting situation.

Player A and B are allied, while A is at war with C. Can A move his troops using a fleet from B, even if the sea sections they are in are occupied by C.
