Are you joking? Any two nations (with equal research) that have researched Explosive shells (or above) will have an easier time attacking each other's non-fortified province then defending it. If they research Howitzers, even fortified provinces will not carry a benefit.

You're forgetting radio though, and the fact that most attacked provinces will be fortified.

I have, literally, never had to attack a fortified province (I guess, I will this turn, huh? ;)). And I have so far been in 3 wars. Radio goes both ways- there is a tier 2 defense boost (only in provinces with HQs, which have a tendency to not be provinces on the front, due to requiring a large investment of resources) and a tier 3 attack boost (same).

To be honest, your case was a special one: an early backstab, and tntey for some reasons not bothering to build fortifications in #26 despite having the PIs.

A fully tech'd army in province with airfield, hq and forts has (+2, +1, +1, +2) +6 to defense. Another +1 if dictatorship, and +1 if militaristic.

A fully tech'd army attacking from province with airfield and hq has (+3, +1, +1) +5 to attack. Another +1 if militaristic.

However, Howitzers lower enemy Fort bonus to +1, and Strategic Bombing(s) can reduce enemy defense further with proper planning.

So, really +5 Vs. +5 at full tech.
Combine that with the fact that a successful defense weakens the enemy slightly, while a successful attack gains you territory and weakens the enemy and you will notice that a good offense really is the best defense..
