Can fleets in combat (i.e. entering a aquatory that contains a rival fleet) transport troops?
Have you come to a decision? This might become important soon (I think it's already important, but I won't tell people how to make turns.)

This poses an interesting problem.

If a region containing a fleet is captured, the fleet retreats to an adjacent water region. But what if the army invaded via convoy, and the only adjacent sea region is the one the army invaded via?

I see what you mean, if we assumed all actions happen simultaneously, it would create a potential paradox. However they do not, the army would invade, the fleet would retreat to the adjacent region and engage the enemy fleet. However, even if it is victorious, the army already crossed, so it's not lost.

Spain applauds Prussia's stand against the French blue-bloods, and as it can't remeber if it has any treaties with them, offers both a research and trade treaty.

I'm already at treaty limit, sorry :P

If less units than the total number of HQ+capital are to be spawned, they are spawned as close as possible to the capital. If several provinces  with HQ are equally distant from the capital (because they all border it for example), I roll a dice to determine where the armies will spawn.

How does that work in regard to overseas provinces?

Can we get a list of treaties? Would be really usefull.

Edit: On a side note, I must say that I dislike the treaty system. It encourages many against one battles whose outcome has been pre-determined. It's also complex, cumbersome and way overpowered, heavily nerfing democracy. (Halving the effect of democracies research bonus).

On another side note, are random events even a thing?
