No, they don't benefits from railroads, they cannot take or defend provinces, and they flee out to the sea if the province is taken. You can choose which army/fleet to disband if you're over your army limit.

Also, the two armies in #27 were used to build an HQ.

Uh, I don't think the case ever came up, but only during your turn (to avoid disbanding army right before your turn to "teleport" them to an HQ.

Nope. As a democracy of the great unwashed, your capital is only worth 2 army points. You should have been a noble republic, like Russia.

Query: Can you use a fleet to move a unit, then move the fleet?

Yes, a fleet can both transport an army and move in the same turn, in any order. The only limitations is that the fleet can only move once, during your turn, and participate in a single army move during the month. (So you can't move one of your army, then have your fleet move an ally's army later in the same month for example.)

Also, to make things easier, please format your orders in a logical way, so if you want to move a fleet, then use it to transport an army, put the fleet move order before the army move order.

Again, the ship is not "carrying troops", more like providing a bridge. But yeah, that's what 10ebbor10 is doing: his ship is doing Scotland-Norwegian Sea and then providing passage for one army from Scotand to Iceland.

It's a little hard to tell, but I'm bout 99% sure we only have 86 provinces. Could you mean 37 (Crete)?
