Well, you can still sign treaties once the game start. It's not like we're going to reach army limit on the first turn, and RP will only be counted at the end of the turn.

Couple naval questions:  Does one port in a province cover all sea connections it has, even for those provinces with widely separated connections?  I'm looking at provinces like 10 (which has four) and 39.  I'm assuming so for simplicity's sake.

Is that a tiny sea zone for the Bay of Kiel? (Northeast of 78)
