Economic
1. Supply and Demand: China has always been the centre of the world. While the barbarians claim that this time is over, the Yu know that the Chinese people will never allow themselves to become playthings of other nations. As such, a grand inquiry into the raw material flowing into Yu lands have been ordered and using this data, trade goods are to be created to supply the world's needs.
2. Capitalism Ho!: While Yu industry has been booming for some time, new investments are always welcome. As such, provide tax cuts and benefits to any astute businessman wishing to build factories/infrastructure in our country on the condition that they live in China and formally agree that the Yu Dynasty are the rightful rulers of China.
3. Purchasing Power: Yu has sent out agents to purchase armaments and ships from all over the world

Research
1. Reform the Curriculum: for centuries, the Chinese education system has been comprised of scholars tutoring their surrounding neighbourhoods and sending their best and brightest to be tested in exams of poetry. It is time that comes to an end; the Emperor has demanded a system of public schools governed jointly by the traditional scholar-gentry and advisors from the more developed nations.

Military/Diplomatic
1. Raise the Legions: It is time that the Chinese people are reunited under the Mandate; regiments are to be raised for a new campaign to capture the East.
2. Recognise Argonesia: The Qing had ignored their Argonesian brethren throughout their rule. Perhaps due to their shared Jurchen ancestory, the Qing had unofficially ceded their traditional lands to the barbarians. They, for their part, paid the Qing's stupidity with a knife in the back. Though barbarians who had never paid heed to the Mandate, the Yu were pragmatic. As such, the Yu have sent a diplomat to Argonesia, stating full recognition of Argonese sovereignty of Manchuria as well as their own rule as kings...under the watch of the Emperor. With this comes an agreement of free trade with China. The diplomat makes it quite clear that not accepting the deal could lead to...repercussions for the Argonese economy.

I tried to play chess but two of my opponents were playing competitive checkers as a third person walked in with Game of Thrones in hand confused cause they thought this was the book club.

Economic
1. Analyze the markets: To build something, you need to know how it works. How much does the average Argonesian consume? Is it produced locally or imported? What goods are most desirable in the port towns, for foreigners and our own traders? This and others should lay out the basics of what we need to do.
2-3-4 (Combined). Kickstarting the economy: The Argonesian core provinces are perfectly suited for metalworking - metals and fuel being as easy to acquire as sticking a pick in the nearest mountain - yet even today the methods of production are stuck in centuries past. As such, steam engines are to be brought from abroad to serve in the mines, a central smelting facility is to enter construction and roads are to be developed between the two and the ports. Such actions are to greatly increase the amount of goods that can be exported through the ports, bringing necessary capital to the state's coffers.

Research
1. Transport of the twentieth century: Transport, always difficult in the hilly lands of Argonesia, will only become more so with the increased volume of goods produced after the economy is in full swing. Based on the Trans-Siberian Railway ending just short of our northern lands, develop a plan of bringing railroads into Argonesia itself.
2. Argonesian Writing: Argonesia has for centuries relied on Hanzi to write its own language - due to cultural influences, or due to Mandarin being oft used by the elites. The unwieldiness of the script in conveying Argonian, however, left to it being scarcely used by the lower classes, if they could read at all. It's high time for Argonesia to develop its own writing system.

Military/Diplomatic
1. Learn from the Japanese garrison: Japan's takeover of southern Korea, as undesirable to the geopolitical situation as it was, leaves us with an opportunity. It is to be assumed that Japan has left a military garrison in the area, in order to secure its new holdings. We can watch said garrison - their training, that is, and copy it into our own system.
2. Inform the Yu diplomat: The deal will not be entered into blindly. Give us concrete information: Where, what, and when will Argonesia receive, and what will be demanded of Argonesia to give. It is as interesting as it is dangerous of an idea.

For the moment yes, though I may add other players in the near future. Or replace people if needed.

Unless you mean to imply that normally the army doesn't do drill and factory doesn't sell it's products, I don't think these actions'll be needed.

Argonesia will receive:
Full Chinese recognition of sovereignty (Manchuria will not be disputed)
Free trade with China (no tariffs on trade from Yu-territory.)
Developmental aid from Chinese industries

Argonesia must provide the following:
Recognition of Yu's claim to the Mandate of Heaven
Recognition of the Emperor's higher rank than the king of Argonesia (the diplomat subtly points this out as a mere formality more for propaganda than practicality)
Military Access
Further talks at a later date

Economy
  • In order to counter the rising German industrial power, the crown corporation Fjord Industries is ordered to begin expanding its industrial capability. It is authorized to aquire any lacking technologies or plans through the civilian market.
  • The Anglish Empire is vast, and contains within its boundaries bountiful resources. These resources have until now been utilized in a largely uncoordinated fashion; the recently formed Economic Planning Board is to gather and organize previous survey results, and begin surveying of insufficiently surveyed lands of the Empire, cataloging what resources we have in abundance, which resources are scarce, whether any significant resources are being un- or underexploited, and finally, whether adequate infrastructure is in place to fully take advantage of our natural wealth (and where it is lacking, if not).
Research
  • The Londyn Academy of Science has been instructed to experiment with designs for newer ship-based engines, with the goal of increasing some combination of safety, efficiency, and output, in comparison to current designs.
  • Certain technological advancements have been made in foreign powers that may potentially threaten the Anglish Empire. For this reason, the Jorvik Center of Learning has been directed to begin Angland's own research into aerial vehicles.
Military/Diplomacy
  • Directed from the Jorvik Military Institute, the Anglish Navy has begun blockading Communist Russian ports, while shipping military and humanitarian aid to the major White Russian-held ports, such as Murmansk ((I assume, anyway?)). There have also been unconfirmed rumors of volunteer brigades coordinating with the White Russians against the Communist forces. Whether or not these rumors are true, there is sufficient reason to believe that Angland is receiving regular status reports on the condition of the White and Red Russian armies.
  • With new powers rising to prominence and threatening the status quo, the Lyfferpool Royal War College is preparing a report on the status of Angland's military and navy, with approximations made of other prominent powers, in comparison; this report is of course highly confidential, meant for the eyes of the King and his most trusted advisors only.
