Economic
1. Analyze the markets: To build something, you need to know how it works. How much does the average Argonesian consume? Is it produced locally or imported? What goods are most desirable in the port towns, for foreigners and our own traders? This and others should lay out the basics of what we need to do.
2-3-4 (Combined). Kickstarting the economy: The Argonesian core provinces are perfectly suited for metalworking - metals and fuel being as easy to acquire as sticking a pick in the nearest mountain - yet even today the methods of production are stuck in centuries past. As such, steam engines are to be brought from abroad to serve in the mines, a central smelting facility is to enter construction and roads are to be developed between the two and the ports. Such actions are to greatly increase the amount of goods that can be exported through the ports, bringing necessary capital to the state's coffers.
Research
1. Transport of the twentieth century: Transport, always difficult in the hilly lands of Argonesia, will only become more so with the increased volume of goods produced after the economy is in full swing. Based on the Trans-Siberian Railway ending just short of our northern lands, develop a plan of bringing railroads into Argonesia itself.
2. Argonesian Writing: Argonesia has for centuries relied on Hanzi to write its own language - due to cultural influences, or due to Mandarin being oft used by the elites. The unwieldiness of the script in conveying Argonian, however, left to it being scarcely used by the lower classes, if they could read at all. It's high time for Argonesia to develop its own writing system.
Military/Diplomatic
1. Learn from the Japanese garrison: Japan's takeover of southern Korea, as undesirable to the geopolitical situation as it was, leaves us with an opportunity. It is to be assumed that Japan has left a military garrison in the area, in order to secure its new holdings. We can watch said garrison - their training, that is, and copy it into our own system.
2. Inform the Yu diplomat: The deal will not be entered into blindly. Give us concrete information: Where, what, and when will Argonesia receive, and what will be demanded of Argonesia to give. It is as interesting as it is dangerous of an idea.
