Birds keep coming to my fortress and I can't kill them cause theyre in the air. Its getting really annoying cause I don't have any marksdwarves. Is the only solution marksdwarves?

Unless they have specific hang-ups, basically.  You could try leaving an otherwise inaccessible path to your fort open, Say a sheer cliff exit, and trapping it, see if the birds will come into the fort like wild animal sometimes seem to try to do . . .

Otherwise, if they're keas or other kinds of thieves you can bait them with (valuable) items.

A roof and wall forces them to walk. Position a fear dogs near your gate.
