Military problems and dwarves freeze during seige?

For starters, I'm so baffled by the military!
I've been trying to figure it out, and with this latest fortress I at least managed to get a wall and a bridge linked to a lever to lock as many dwarves inside when a seige came. 
I've got a squad, set up to use leather armor, crossbows, and bolts.  I got their schedule set up to alternate Train and No scheduled order.  When the seige came, I tried to follow directions in the wiki about setting up a "burrow" on top of the wall so the guys with crossbows could shoot down, and gave them orders to patrol it during the current month - because of the seige.  It looked like they were getting ready to do it, but then I saw that the current month had passed, so I had to update the schedule.
Then, I noticed a lot of the dwarves had "No Job".  Then, ALL of them have "No job" or are "On break".  What is going on?  Why is this one last goblin taking his sweet ass time to get off the screen?  When will the dwarves get back to work?

So you've assigned them to burrows? You better take them out of them then.

if you want patrolling use a route instead, unfortunately dwarves assigned to burrows have problems attacking (or even defending themselves from) enemies outside the burrow. use burrows to get your civs out of harms way, but not for military (except rare cases when you have a burrow setup and want them to go kill enemies in that burrow, but even then you run the risk of enemies just outside the burrow causing havoc.)
If you want archers to be able to shoot at stuff from on top of a specific wall you can just station them there, or what I like to do is setup their barracks in whatever relevant tower you want them in (of course that requires a roof)
The best way to get the marksdwarves EXACTLY where you want them is only have 1 tile (or a 1 wide area) they can stand on on that z level, because stations cause dwarves to randomly stand a bit offset from the actual target, but only within the same z level, you can force them to stand right up on the fortifications as long as there is nowhere else they can possibly stand on that z level.
