I think a piece of paper really would make Russians feel better. It would show that the USA doesn't want to fight and doesn't want to spread NATO further, and that's going to lessen the hostility from Cold War-thinking Russians by at least an order of magnitude.

What about that piece of paper called the Budapest treaty which Russia broke?

And that needs to be addressed too. Trust an insider, most of the Russians feel morally justified in breaking the Budapest treaty because the USA has welcomed Ukraine, which is past Germany, into NATO - "If they can break their own treaties, so can we!" I think a mutual apology is in order.

Except no one ever signed a treaty saying NATO wouldn't expend eastward. Russia (well, the USSR) did sign one saying that countries in Europe should be able to freely choose their alliances however.

What are you referring to? A lot of Soviet proclamation on Freedom of this and that were made, neither side expected them to be anything other than rhetoric.

Again, could be, especially if the CB bigwigs were explicitly ordered to do something with no "buts" this time, but the Western financial media have been pretty much baselessly speculating about Russia the entire time, so I have no reason to view their opinion as objective.
