When guilds get in, there should be a secret assassin's guild and an interface for the overseer to give them kill jobs.

Would that be a labor, military option for dwarves or goblin trick? It would certainly help with some problems...

Urist McKnife has assassinated Urist McBloodSucker, preventing legendary mason from being eaten
Urist McKnife has assassinated Urist McFirebug, stopping the booze stockpile from being ignited
King Urist has been assassinated by undercover goblin spearmaster

If it did turn into a tactic used by militaries, it would probably end up working like vampires, they only reveal their assassinness when they are about to kill their victim... if it was a labor, then missions would probably be filled rather quickly when you have a dozen knife masters show up in a migrant wave

I expect vampires WOULD use it, definitely. I mean, they already have "argh you've found me out and are dragging me away, oh look I'm the Mayor now, you pigs, let me go!" down pat.
