I quite like bags as coffers, actually. An experienced weaver/dyer/clothier trio can mass produce hundreds of high quality dyed bags, worth 600-800 dwarfbucks each (after sewing on a cloth image), just from pigtails and dimple dye. Effective, thrifty and colorful!
Colorfull bronze, yeah... Sure. Dwarf...

Encrusted with raw stone chests are expensive too.

Ah, but you can encrust bags too! Besides, to get a non metal chest into the same price range as a high quality bag, you'll need to use 4-5 rocks and I'd rather spend that time and effort on making masterwork rock doors and coffins.

Bags are more tedious to get made in number and required for more uses, that's my issue.  A mason can have dozens of stone coffers knocked out in no time flat (same with a carpenter and chests), but bags need you to wait for enough animals to be sheared/plants to be grown, then the fibers spun into threads, then woven into cloth, THEN made into a bag.  Even worse, with every dwarf in your fortress snatching up bags to use for seeds, sand, milled products, and so forth, it becomes a nightmare to ever have enough to let things run smoothly (whereas all those coffers and chests will gather dust until you need them for a room).  It'd be REALLY nice to have coffers/chests be useful for some of those storage needs as well.

Imagine, as a child, a parent handing a you a burlap sack that looks like it should be used for potatoes, judging by the sewn images.  Its only redeeming feature is a single garnet on the lip of the bag.  Curiously, you arent sure if this was the bag that that goblin tried to stuff Udim in the other day . . . its certainly big enough! :P

When you throw it into the corner, your parents get upset - 'How can you put your things into it when its just strewn in the corner?'

Gah.  Fine.  You take the heap of a bag and nicely drape it over the end of your wooden bed.  'better?'  you ask with a hint of irritation.

'Put your old dirty clothing in there now.' - Ohh.  Makes sense its the laundry, you think to yourself, placing your old trousers and loincloth into the bag.
'Now put your toy trumpet in.'  ~What?


'Yup.  This is your bag now.  We have a coffer too.'
'Nononono, you have a coffer.  I want one too.'
'Nonsense, this bag is perfectly good.  Look, you even have a rather unique symbol now'

'Buuut, but all the other dwarves will call me an elf!'
'Well, we'll just have to make due.  Be happy you werent kidnapped by goblins or chained up by the hammerer.  Remember, if you complain the boogeymen will get you.'

Seed stockpile? You want them to lug stone coffers all over the settlement?  ;D

Seriously, though, DF lacks some needed "what is allowed to be made from what" settings, both for building and workshops (switchable buffer stockpiles circumvent the problem, yes, but re dorfs too dumb to remember they need tomake that floodgate from bauxite and barrel from nethercap?) - even manager screen gives just "rock" and "wood", but an endless list of absent materials.

Well, I only get around to building coffers for my dwarves after outfitting their rooms with beds, doors and cabinets and by then my agriculture is up and running with maximum size dimple dye and pigtail plots. They don't really use coffers much.

Anyways, the point I was making wasn't that bags are the cheapest alternative for coffers (even though they can be if you consider ordering leather from the liaison). They're the cheapest quality alternative. A masterwork rock or wooden chest is worth a mere 120 dorfbucks. An exceptionally dyed pigtail cloth bag with a sewn image is worth a respectable 520. That's enough to push a room up a whole tier by itself! That kind of bag is fit for a king, if the king is 8 years old and the bag is carried by a snatcher. That kind of bag would put a smile on your face and cheer you up after your parents have been eaten by zombies. That kind of bag is the difference between an axe-wielding maniac and a productive member of the community.

And if the fortress is being overrun with goblins/clowns/magma, would you prefer to carry your meager possessions in a granite chest or a quality burlap sack as you scramble for safety? Yeah, mhm, thought so.

No, it sounds like they'd stuff the bags into the coffers and take them out when needed, like barrels as they are now but less shitty, since they wouldn't drag the built coffers everywhere :v

I thought those were the same thing.
I'm pretty sure they still are, but you forgot the hammer wielding maniacs, plus the miner who is overly attached to his blood encrusted pick, so you let him keep it when he joined the military.

Well, there's no disputing the value of coffers vs. bags, sure.  I'm just saying it's irritating as hell that bags have so many uses and are so tedious to make, while coffers/chests have practically no uses and are easy to make.  It goes back to the pre-rock pot days, when barrels were inordinately important and frustrating because they were literally your only means of storage for a vast number of products.  Bags are still in that problem situation now.  In fact, the value disparity makes it worse: all those potentially valuable bags being wasted on seed and sand storage while my relatively worthless chests have nowhere to go and no reason to exist.

Not to forget the kazillion new types of uselessness with dorfs stuffing all cherry pits and apple seeds and such into bags as well. Absolutely zero use items, you're best off dumping and atomsmashing every last one just to keep bags from being wasted.
