There are already spells (and other things) for that.
Create Undead, Tomb Tainted Soul, Necropolitan Template...
In order, makes undead and doesn't let you get healed, takes up a feat that could be better spent, and that's the first time I've heard of it but I'm fairly certain that it forces you to take something when you'd rather have something else.
In order, False, Irrelevant, False.
Oh, I was looking at summon undead. My bad. But it still doesn't heal people.
That is perfectly relevant. I'm fairly certain no one would want to take a feat just so the necromancer can heal them.
And that last one is actually something I should do for my character if they get in.

It allows negative energy to heal them.
No, it's irrelevant because both the feat and the spell mean that other healers can't heal them, and will in fact kill them if they try.

Yes but they need to die a presumably be uncontrollable after that.
Well, the spell can be reversed. Not the feat. Again, the only thing the spell can do is changed what heals them.

Necropolitian requires the loss of one level, 1000 xp, and 3000gp. So while it may technically be LA+0, no sensible person would let someone take it for free.

It's often used to reduce RHD anyway.

I already told myself to only allow five as a strict limit. Else, I'll allow six, and then seven, and then it's River of Death with 12 players.

You should really have hired another GM to run half that game...
