Dwarf stays disabled

Basically, two of my miners got injured in a tragic well-digging accident. One got over it really quick, but the other guy is still laying there, next to his bed in the hospital. The health screen says that he's very drowsy (understandable as he hasn't been sleeping, he's just been laying next to his bed) and that he can't walk (oh, so that's why he isn't going in the bed). It also says he has no evaluated injuries, that he needs diagnosis and that he needs a crutch.
I have crutches, I have a dwarf that only does medical jobs who is listed as 'no jobs', so why isn't anyone helping him?

Perhaps the dwarf is stuck on a table or traction bench or whatever he is on top of. Try removing the furniture, he should plop to the ground and a dwarf should pick him up and bring him to a bed.

Nope, he's just on the floor. There's a bed to the right of him and a bucket to the left of him.
What I'm more concerned about is that my chief medical dwarf (which has all non-medical labours disabled and currently has "no job") is not diagnosing or helping him, while he is the one that brought him to the hospital.

Oh, he went berserk.
He wasn't even really unhappy. But now I have a problem, because I don't have an army yet.
EDIT: wait, he can't walk
Ahahaha
EDIT2: Wait, what? He finally lifted himself into his bed.
EDIT3: Okay, he's walking around a bit. He shouldn't be dangerous though, so I'll just let him starve.

dwarves can still crawl around by there tongues even with no limbs.
