((Actually... Yes, that is how arresting works. Unless someone is actively committing a crime or has committed a crime, the police can't just arrest them at will. I'm sure that I'm oversimplifying things massively here, but since Rat has done nothing illegal... He doesn't have to go with the police or provide any information. Though with that being said, you can bet your ass that they're going to throw a few search warrants on him just to see if they can find some connection between him and the criminals.))
