[1] Manuel Mondragón: work on improving the reliability and cost of that rifle of yours.
[1] Oreiro small arms factory: Assist Mondragón in any capacity he requires.
[3] factory #17(1): Reverse-engineer Sopwith Snipe.
[1] factory #17(2): Blue-print the Skoda Gebirgskanone M. 15, in order to start making spare parts.
[2] Subcommissariat of Shipbuilding: Reverse-engineer San Francisco class ships.

[1]Zhilio tractor plant: Come up with a modification of the current tractor that can pull artillery pieces across boggy terrain more effectively than horses (Once we get good enough we can just start mounting the artillery piece on the tractor itself).

[1] Request to Generals: Get a poll of what they feel they are most in need of.
[] Request to Commissariat of industry
[] Request to Supreme leader
[1] Request to Commissariat of statistics: Can we have information on the tapped resources available to our nation, and any accessible untapped ones (So we know if we'll face any shortages with our designs).
[] Request to Commissariat of intelligence

I support all of this, added my votes (where they weren't already present) and would add getting an intelligence report on the military of both Surmartur and Antonia. No idea what we could ask our Supreme Leader for right now though.

I don't think you're supposed to copy-paste actions you don't agree with. :-\

[3] Manuel Mondragón: work on improving the reliability and cost of that rifle of yours.
[3] Oreiro small arms factory: Assist Mondragón in any capacity he requires. (why was this one a 3 in yours list, Baffler? I'm assuming typo)
[1] factory #17(I think we can just assume they will take the two top rated assignments): Assist the  Subcommissariat of Shipbuilding in matter pretaining to onboard artillery (since it's the military saide of things that they have problems with)
[3] Subcommissariat of Shipbuilding: Reverse-engineer San Francisco class ships. (it might be 2 generations behind, but it's the best we got)

[1] Request to Supreme leader: more funds to design modern ships (I hear he's a fan).
[1] Request to Commissariat of intelligence: these "armored cars" sound like they could be cool- getting a blueprint or two would be nice. Boosting a working model would be even better.

Yeah, just a run of the mill typo. In an attempt to get our last slot filled, I say we:

[1] Request to Commissariat of Industry: Expand (or construct) more drydock facilities to accommodate future shipbuilding, and get some engineers there available for R&D under our direction.

Our leader wants to create a navy for our country, so they'll probably do something along these lines anyway, but we may or may not get new people under our command unless we ask for them. I figure we'll want more than one action slot for this.

Summing up all the suggestions:

[3] factory #17(1): Reverse-engineer Sopwith Snipe.

I think that's all the votes we've got.

I'm pretty sure you are supposed to. Otherwise it would be horribly hard to manage.

I actually like the armored car idea better. Vote retracted. That sets us at:

[3] Manuel Mondragón: work on improving the reliability and cost of that rifle of yours.
[3] Oreiro small arms factory: Assist Mondragón in any capacity he requires.
[3] factory #17(1): Reverse-engineer Sopwith Snipe.

[2] Request to Commissariat of statistics: Can we have information on the tapped resources available to our nation, and any accessible untapped ones
[2] Request to Commissariat of intelligence(2): these "armored cats" sound like they could be cool- getting a blueprint or two would be nice. Boosting a working model would be even better.

Year 1. Quarter 2

Manuel Mondragón:  work on improving the reliability and cost of that rifle of yours.
(19) Mondragon offered several concepts... But all of them are more helpful as examples of what not to do with the rifle.

Oreiro small arms factory: Assist Mondragón in any capacity he requires.
(87+5[Mondragon])  Unlike inventor himself, at Oreiro factory they invented some methods to improve the current design. It is the same rifle but some details are now produced in a different way

factory #17(1): Reverse-engineer Sopwith Snipe
(8-60[Out of specialty])
Guys that know how to make huge cannons aren't specialists in aerodynamic. Neither they know something about petrol engines or machine-guns. It is not surprising that attempt to reverse engineer the snipe resulted in a complete failure.

factory #17(2): Blue-print the Skoda Gebirgskanone M. 15, in order to start making spare parts.
(71) Engineers report that they will be able to produce most spare parts of the cannon should commissariat of industry decide to allocate some production lines to that.

Subcommissariat of Shipbuilding: Reverse-engineer San Francisco class ships.
(16) We learned some lessons from those ships, but progress is slow. Those vessels were built using outdated shipbuilding methods and copying them with more modern industry isn't easy

[2]Zhilio tractor plant: Come up with a modification of the current tractor that can pull artillery pieces across boggy terrain more effectively than horses
(66) Such vehicle was designed without any problems. In fact it is agricultural tractor, equipped with a new , 100 horsepower engine, designed especially for military use

Request to Generals: Get a poll of what they feel they are most in need of.
(3) Different commanders have very different ideas of what our armed forces need. So different that making a shared list is impossible. Only one opinions ia shared among them. They don't want aircrafts. Almost all commanders believe that aircrafts  are  useless toys invented by capitalists. "We won the civil war without aircrafts"

Request to Commissariat of Industry: Expand (or construct) more drydock facilities to accommodate future shipbuilding, and get some engineers there available for R&D under our direction.
(47) Commissar of Industry is happy that you follow vision of Supreme leader. As soon as new dry-docks will be ready, you will be informed.

Request to Supreme leader: more funds to design modern ships (I hear he's a fan).
(25) You failed to get Supreme leader to invest even more money in naval expansion. But you got his praise for correct vision of the future of the nation

Request to Commissariat of statistics: Can we have information on the tapped resources available to our nation, and any accessible untapped ones
(6)  The main source of our wealth is agriculture, boosted by our well developed chemical industry and agriculture machinery. As for the war important materials we have minor deposits of coal and copper ore, relying on imports.

Request to Commissariat of intelligence: these "armored cats" sound like they could be cool- getting a blueprint or two would be nice. Boosting a working model would be even better.
(100) Your intelligence officer got much more than blueprints or working model. They discovered that chief engineer of that cars is a supporter of communism and they managed persuade him to emigrate to our glorious country. [+1 action slot]

This seems like it should have been obvious in hindsight. It may be wise to get dedicated facilities for this, and possibly to import some talent to get our air program off the ground (pun entirely intended.)

well it's a 3, so...
Quote
We were brushed off by most generals, however we did get to talk to Colonel Martinez.
War walkers. -said the colonel.
-... do you mean something to help people walk?
- No, no. Here -he said pulling out a copy of War of the Worlds- you make a 3 legged walking vehicle that shoots heat rays.
- We, um... -I wasn't sure where to start explaining what was wrong with that idea
-I know we don't have heat rays, just make a prototype with an artillery cannon and you can add the heat ray when you develop it.
