Whats the status on things like artificial fertilizers, just outa curiosity.
Why do I feel like you want to break the Geneva convention? ;)
Petroleum based fertilizer is a amazing explosive.

BTW, if anyone wants to PM 35 point list for another enemy that will make update composing easier :)

That 35 pointer is not landlocked More than one is nice because I can choose or combine lists. Or use it for my own version. It is not like I will accept any list :)

If you are in the mood you can also generate oversea major power  with 80 points and no less than 40 of that being naval and at least one 16 point purchase

Generating more enemies is counterproductive

You are appointed to be a commissar of armaments. Your task is to provide our revolutionary army with new weapons. Note that it is not your job to organize production or procurement of weapons. That is job of commissars of industry and foreign relations. You must provide our armed with new designs. All bright minds will be put under your command. Your task is to use them for maximum usefulness

[ ] Manuel Mondragón.
That guy is talented weapon engineer. While he was loyal to capitalist government we found some ways to ensure his cooperation

[ ] Oreiro small arms factory
Located in the city of Oreiro that factory has a proud 40 year old history of producing various rifles and pistols. Local team of engineers are under your full command

[ ] Subcommissariat of shipbuilding
All small docks of our nation were merged in one structure, soon after the revolution. We have little to no experience in designing military vessels but we should start somewhere.

[] Factory #17(1)
[] Factory #17(2)

Formerly Obukhovsky Works. It was owned by a foreign capitalist Obukhovsky but now it is justifiably in hands of workers. It is full of artillery specialists  who can manage two projects easily

[] Zhilio tractor plant
While needs of our collective farms are priority, some of experience gained from producing agriculture machinery can be used

That is your resources. Of cause your option is not limited to giving orders to researches. You can and should cooperate with other commissariats

To start things off, I think we should have the subcommissariat of shipbuilding try to glean some technical details from the San Francisco class ships we imported, and use that as a springboard for work on more modern designs. This would also be a good place to take advantage of our excellent Obukhovskii guns.

I agree with that,a nd think that we should get the Oreiro factory to make more Maxims, while getting art of factory 18 to make more Obukhovskiis.
The other half of it should get to work on the Snipes, figuring out how they work and all...

Unlike other design games around, you don't control production.  You have one action to try to influence production but that isn't guaranteed to work

Because other nations will design new weapons and will thus completely outclass our forces if we don't do so as well?
Anyway, suggestions:
[1] Manuel Mondragón.: work on improving the reliability and cost of that rifle of yours.
[1] Oreiro small arms factory: Assist Mondragón in any capacity he requires.
That should do for starters.

I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.

I think we can just assume that production capacity will expand appropriately so we don't have to worry about it. For UR's sake:

[2] factory #17(1): Reverse-engineer Sopwith Snipe,
[2] Subcommissariat of Shipbuilding: Reverse-engineer San Francisco class ships

That leaves us one slot at the factory, the tractor factory, and requests to the other commissariats.
