They are not forbidden, innaccesible or otherwise marked, there is no restriction on any of the associated stockpiles and workshops. Any ideas?

Is it possible that they were used by medical dwarves for sutures? They consume a small portion of the thread, leaving the rest unusable for most reactions.

So it's a bug then? There are two adamantine threads in the hospital, that's two out of nearly 200 or so. I'll try deconstructing the coffers in the hospital.

Oh, no, only the threads that were actually used for sutures should be unavailable for reactions. It shouldn't affect the other 198 threads.

Are your dwarves with the associated skills taking breaks or partying?

I'm pretty sure thread that is stored in hospital isn't processed. That's why hospital storage exists.

Cool, but wouldn't this likely lead to tongues having a '[SPEACH]' tag, and thus via necromancy we would have nearly unkillable reanimated tongues following necromancers spamming 'it is sad but not unexpected'?

Nope. Also that wouldn't get me a job cancellation message. In other words I have the materials and the manpower but I keep getting a "there's no x for x reaction" message for all blue candy related jobs.

Nope.
Well, that's your problem.  Obviously these are not actual dwarves. :)

Are the strands in bins that might be being carried around?

I will run the experiment to completion anyway, however. Even if the only reason why there is a punctured equilibrium in the fortress is because I have been brutally butchering babies
EDIT: I just remembered that dwarves can't equip halberds. That might explain why the squads that use them always die.

Is the weight of the bin an issue? At least 80% of the strands are in the same bin.
EDIT: By the way the weight of the bin is 145 and no it isn't forbidden.
EDIT: Now I'm trying to force the strands out of the bin via reducing the amount of permitted bins on the stockpile to 0.

Try dumping one of the strands out of the bin then reclaiming it at the dump and see if it gets used.

Perhaps you should create separate stockpile with no bins and metal thread only?

Somewhere closer to smelter where processing happen.

So in the end I marked all the strands for dumping and using df hack I autodumped them next to the workshop, it seems to have worked for now. Still this is like a bug of some kind right?

You haven't given us enough information to diagnose your problem... we don't even know what version you're playing.

But, from your description, my money's on a burrow restriction, not a bug.

I am playing 0.4.13. I haven't even set up burrows.
EDIT: I think it has something to do with dwarves moving the whole bin to continue storage labors, I'm not sure if they move the whole bin when they need one of the strands for creating wafers or cloth.
