Construction of a railway from coast to coast has begun with the approval of the German states.  Unfortunately, said German states want it to go through each of them.  Like right then south, instead of directly south through Italia.
The railway was never intended to go to/nor through Italy, and neither was it intended to go coast to coast. It was to be an railway running from my cities to the German cities. It will effectively be coast to coast though.

Really, this railway's intention is to bypass the Mare Nostrum, in case Italy shuts it down.

Disappearing people huh? Must be those anti-councillists we keep hearing about.

Nach osten!
Send an army detachment to keep peace in the eastern areas. As we sweep the land, construct a single-track railway (import some engines from Italy) to supply the troops and facilitate travel to the newly safe territories. Train up more troops, as many as it will take and then some- bandits and anti-councillists will not keep our land from the revolutionary forces. Until victory, always!

Black Gold
While the deposits of flammable oil in our lands have been known since ancient times, they have not been utilized to the extent that our obligations now demand. Oil derricks will be set up to draw out the substance, which will be made available both for domestic uses and for export (looking at you, Italy). Also, 1,000 ecus each will be offered to anyone who comes forward with a feasible and suitable design for a petroleum-powered engine for ships or trains. 800 will be offered to anyone who can use a petrol engine as propulsion for the underwater explosives.

Demonstration of Power
We're not recognized by Fgerbia as their rightful protector? An outrage, and one that will swiftly be corrected. An expeditionary force will be moved by ship to the western coast of Fgerbia (like directly above the "F" on the map) consisting of two regiments of the Royal Dragoons, led by the member of the royal family who is both 1: not the king, and 2: most suited to military matters. Once there, they will build a fort named after their leader and hold it against all comers. They will of course be given supplies to do so.

Whatever happens, we have got
The Maxim Gun, and they have not.

Research will begin on the production of a gun similar to the Gatling gun of the Americans, but better, being that as Europeans we can do everything better than the uncouth settlers.

Just saying, Fgerbia does have guns, just as most every nation does in some capability, just not a lot of them.  Expect guerrilla warfare in the case of resistance.  Brightly uniformed dragoons are quite dumb in that circumstance atop their horse.  And while they are pretty good as dragoons, they are more like the Cossack cavalry, charging, shooting, and then retreating.  It is hard to do with a rifle, so they have shortened the barrel.  I apologize if there was an inconsistency anywhere in there with my description from before.

Honestly, I'm just saying, this could end very badly depending on what Fgerbia does, and whether the people you send are imperialists.  This is 1900 after all, and a war between the Low Landers and the tribe of the Boers has happened, and has proven the ability of the natives to use guns to resist imperialism...

Francia is much less advanced however, using massed musket lines to win battles.

Gunboat Diplomacy
The news that Rordalia had dared trespass the Sea and had organised a colonial expedition had caused a direct and swift response. The Navy was sent to guard the Fgerbian Coast with orders to prevent Rordalian entry into the country. Should the Rordalians persist in attempting a landing, they are to fire upon their naval transports.

The Free Africa Act

In response to this so-called 'Scrambe For Africa', the Emirs sent out proposals to the African nations (except perfidious Francia) for free trade agreements. By reading between the lines in the documents, one could however see that Italy would also agree to subsidise industrialisation as well as offer cheaper training for military officers, engineers and scientists.

Efficient Cooling Systems

The American gatling guns had revolutionised the ways of war but there were of course improvements to be made. The guns could only fire for so long before overheating. By making some modifications in their use and their design, they could be used for longer periods without overheating.

Yeah.  How do you think you got your colonies?  Through conquest and imperialism during the 80s, while everyone was busy being backwards.  And also, point noted, I won't make that mistake again.

The transports are redirected to the Francian island off the coast of africa (fantasy-malta?) The guarantee of protection is rescinded from Fgerbia, for aiding the anti-progress Italians, and offered to the Francians, who after all have not been guaranteed by Italy. Note, I was hoping my dragoons would be something like these guys: http://en.wikipedia.org/wiki/Australian_Light_Horse, cowboy-soldiers who would ride up to the battlefield and dismount to fight with their carbines.

They can do that, but why would they do that when a massed volley of rifle shot would scare off the enemy?  Shock cavalry man, they're the future, well, until the enemy gets machine guns, howitzers, and dedicated snipers, and train their troops with anti cav tactics, but nobody is doing that yet.

Just don't use them wrong.  To dismount is to become normal infantry that move faster, you have something better than that.   It is like armor without the armor.  You can train them in the art of dismounted warfare, but you'd have to train them.  Not a big deal though.  Just do what Scandanavia did.

Through diplomatic agreement. Most of africa was conquered that way.

What would your predecessor have done with that one tribe that didn't want to be colonized?  What if he was quite ruthless in his colonial planning?  What if he sort of pissed off the natives?  What if the natives started fighting back with imported guns?  Now yes you did acquire much of Africa through diplomacy, but the guy who ran the colonies was quite evil.  You should probably do something about that, but it is fine for now.

Shock cavalry are the past, when even the barbarians of Africa can form square and be impenetrable. We need to be able to outrange and out-harass the enemy. Our main tactic would be to have one group of cav stay mounted (in dead ground if possible) to force the enemy into square, then have another group move up in skirmish order dismounted and shoot into the densely packed square and shake it enough for a charge home to work. Thus, instead of working on a machine gun, I decree that the researchers of Rordalia will work on increasing the range of our firearms to where we can reliably oturange our opponents.

Either way, pains are to be taken to prove to the Francians that we are their friends and allies, not their masters.

It is time for the glorious Scandinavian country to advance.

Continue with the economic reform. The industries of Scandinavia is still at its crib, but soon they will grow even more. The king will make a speech, addressing the cheap imported goods. Telling the nation that they are used as a competitive method, if the industries of Scandinavia isn't able to compete with foreign goods, which has to travel far to reach Scandinavia, that all of us should be ashamed.

Modernise infantry warfare: To create the elite-infantare "Jägarförbanden" was just the first step of fielding an army worth its name. The next goal is to develop an functioning automatic machine-gun to counter massed infantry and cavalry.  This will be done together with Italy and Nev scientists.

Declare war on Poland: Sweden declares war on Poland. (Tactics sent to GM)

Message to all powers:
Scandinavia is willing to co-research the power of the Machine guns and share the results.
