What would your predecessor have done with that one tribe that didn't want to be colonized?  What if he was quite ruthless in his colonial planning?  What if he sort of pissed off the natives?  What if the natives started fighting back with imported guns?  Now yes you did acquire much of Africa through diplomacy, but the guy who ran the colonies was quite evil.  You should probably do something about that, but it is fine for now. 
Oh that, wouldn't have called it a war. I almost thought it was something serious.

To be fair though, I hoped for a less hell-holish kind of colony. Like Dutch Java or something. But anyway, no complaining, but time to do something about it.

Colonial Reform Act

1) Introduction

The development of our colony is based on the colonial trinity: The Colonial Administration, Missionary aid and Corporate investment. Each of these is important to the development and rapid civilization of the Colony, and the dramatic expansion of it's productivity and profitability, and the establishment of order in it's remote areas.

2) The Colonial Administration

The colonial administration manages the colony based on orders from the homeland. For this purpose, the colony is subdivided into 6 districts, which are split into 120 territories. These territories were then further divided into chiefdoms, led by indigenous tribal leaders(appointed by us, of course). All other posts are filled by professional colonial administrators of European origin.

Court proceedings are split into a European and tribal courts. Tribal courts settle mostly indigineous matters, and can be overridden by the colonial adminstration.

Policing is done by the Indiginious Colonial Force, an army made up from a wide variety of local tribes (in order ensure they never have to fight their own tribes) led by professional officers from our army.

3) Missions

An important part of the development strategy, missionaries are government supported and very influential within the colonies. Providing the essential services of education, healthcare and conflict resolution. To this end, missionaries will be supported by the local administration, and will also be granted access to vacant lands, which they, together with the local populace, can use for the more effective practices of providing food.

4) Corporate Investement

Corporate investement is expected to be the largest driving force behind the colonial development. Corporation are granted access to vacant land, ample labor (though officially forbidden, forced labour will happen, and permitted as long as no excesses happen). This is expected to result in the dramatic expansion of mining Industry, together with transport infrastructure. A simultaneous improvement of agricultural practices is expected to free the workforce necessary for this to occur.

5) Goals
 - Reduce the hell-holish aspect of the colony. At the very least make it tolerable for white people.
 - Establishment of a railroad transport infrastructure
 - Identification and exploitation of natural resources.
 - Estabilishment of a strong, fair, ruling entity for the colony
 - Introduction of money to the local people and encouragement of it's use through specialization of the workforce

(That is a single action, yes.)

If I've done the math right, that splits your colony into just over 17 thousand territories. It's going to take a lot of bureaucrats to administer all of that.

It is near identical to the management of Belgian Congo.

Edit: I changed the math a bit. I accidentally double counted a layer of governement.

Sorry, but the update is going to be out late at night, maybe a tomorrow.  I got mostly done though, all that's left is the war, and colonial reform in the Low Countries.

Sent a small army east to fight the bandits, equipped with rifles to scout out the situation. 

In order to combat the bandits, you have begun the mass conscription required to wage a "Crusade into the East".  That may be a bit overkill, but better safe than sorry right?  People poor into the ranks from the crowded factories and the farms, pretty quickly you have more volunteers than guns.

Sadly, they are little more than conscripts.  Never held a gun in their life.  Manufacturing and farming are hurt due to a lack of people in the labor force.  This does raise your popularity a bunch, as now your people are going to fight to make their lives better.

While the general education suffers, and those who are gifted get to get a real education.  Most of the funds allocated go to the quality of the gifted and talented program, and people criticize the lack of equality in this, but normal education gets a cut too.  In general, there are more gifted and talented schools than normal schools, and this creates a weird situation where people that aren't gifted nor talented get accepted into the higher quality schools, especially in the cities, where they are pretty much treated as regular schools.   

Beginning of a basic railroad infrastructure has begun, and mostly linking up cities with each other.  The failed naval park has still not been helped in this much, but it will probably show profits within a year. 

Rordalia

People are eagerly moving away from the terrible work in sweat shops to be slightly higher paid in the oil fields.  The work is just slightly more demanding, after all.  A man comes up with the ability to use gasoline as a combustion source, but what you want is the full engine.  Based on the Italian steam engine, he replaced steam with gasoline.  Now this is the unrefined sticky stuff, and it sucks, but it is still an engine.  Might want to set up a refinery, and design a better engine using refined gasoline. 

The cavalry men take over the island facing light resistance, but a fort is left in French hands.  The cavalry aren't going near that thing, it has a full regiment of musket men waiting inside.  At they'll surrender next turn likely.  Might have been a good idea to make and ship artillery for this circumstance.  Oh well, maybe everyone didn't learn from Napoleon.  The Germans have been producing a bunch at least, and they're quite willing to sell it.  And have been.  To Poland. 

You have bought the design for the Gatling Gun, taken it, and used compressed steam to create a better machine gun.  It is still hand cranked, but better than nothing.  It is quite heavy, and requires a large amount of ammunition to fire it for long periods of time.  It jams every so often, and the cool down system is quite terrible.  After about 20 seconds of firing, it gets pretty hot.  Would be 10 without the gas chamber.  I'd say about 30 bullets are fired in 10 seconds.  That would be 1800 rounds per minute, but you don't get it firing that long.  More like 800 rounds per minute. 

United Emirates of Italy

Your people have successfully made the Rordalians attack that island owned by France instead of Fgerbia.  Your protection of Fgerbia has gained their respect however, and they accept your trade agreement.  Advisers are shipped over to help train their military to defend against foreign invaders and supervise the development of an arms industry. 

A coolant system is developed in parallel to the Rordalian one.  I think the Italian one is better, but it is a dedicated coolant system, while the Rordalian one is more of an overall improvement.  You still have not created the gun yet, but the Scandinavians will do this for you. 

Scandinavia

Oh boy, this is a big one, considering war broke out. 

Well, now people are annoyed, considering it was government policy that caused the whole unstable market in the first place.  Your speech criticizing them made it worse.  Nothing too major, it is only 1904, but still. 

First of all, the Machine gun is developed with the Italian coolant system.  This makes it different from the Rordalian machine gun.  It is still a heavy machine gun, but due to a different caliber bullet, and the lack of gas powered firing, the rate of fire is only about 15 rounds per 10 seconds, if you get up to that much.  You really have to crank it hard to get that out.  However, you can sustain fire for a record of 30 seconds.  This is because the force to start the reaction is harder, but spaced out, so it doesn't heat up as fast.  The muzzle velocity is pretty high due to a larger caliber though.  Your MG men will have to be strong, or get strong in order to operate it though.  Both Italy and Scandinavia can mass produce it, or modify the design. 

Industry is expanded, and now you have a sizable heavy industry.  In between tiny and small. 

A war is declared.  From the new reporters in the Polish army, suddenly, the border guards was under fire from a previously unseen force.   

The Low Countries

The colonies are divided into an administrative vice royalty with companies subsidized to move in and take control of production there.  This doesn't really make the life of the colonials better, but the Low Countrymen that live there are mostly rich, highly paid company employees who oversee the area. 

Of those who aren't the rich are those soldiers that have come over to keep order.  They live as the middle class here.  They are separated from their families though, as a soldier's life should keep separate from civil life. 

The natives still live in hellish conditions, but now they are set to more profitable work.  The invisible hand made their life miserable, and they resent that. 

The one sole benefit this plan has to the natives is the introduction of people who are forced to work with the natives and not hurt them. 

Tribal courts work pretty well, but the European courts tend to favor the Europeans, as expected.  You can kill a native and get away with it.

So, war is declared.  From what the world can tell, the Scandinavians caught the Polish off guard by springing up out of nowhere with their light infantry tactics.  The main infantry force followed behind, and this lead to a crippling victory.  Just saying, there is a lot the world doesn't know, and the Scandinavian press is not free.

Legio Patria Nostra
Upon their surrender, the Francian soldiers will have the benefits of living under a European power demonstrated to them, for example they will be given Rordalian-made superior quality clothing. After this, they will be offered enlistment in the Rordalian Foreign Legion, and serving as soldiers of the crown and paid and equipped as Rordalian Light Infantry, but with their own traditions, culture, and non-commissioned officers. Commissioned officers will of course be Rordalians. They receive an advance on pay if they volunteer, and will be told this before they choose whether or not to join. Any who choose not to join will be pressed into service, sans the pay advance, but no one is to know this before it happens. After this, the entire expeditionary force will be moved by ship to Francia proper to present our offers (essentially "become our protectorate, we will help you against the Italians if they try anything and help you get into the modern age") to the leadership in place there, and the Legion will be used as an example of the benefits of European rule.

Blood of the Earth
A system will be set up to refine the oil collected from the new wells into more useful substances, and research will continue into it's uses, with focus on it's use as a propulsion fuel for ships and other implements (underwater explosives).

Gunboat Diplomacy
A new class of smaller seafaring ships is to be designed, named the Agnadello class, using the new Gatling gun technology, underwater mines, and Oil engines, along of course with main guns. Focus will be on speed and agility. The production goal will be 10 by the end of the year.

From the Senate chambers of Rome itself, the Emirs gave the order to 'construct as many ships as possible'. It goes without saying that the order was followed, with the improvements acquired from other research projects placed into the design of the Dandalo-Class

A Thousand Paths, One God
After years of criticism and outcry by the intelligentsia of Italy, the Emirs have decided to abolish the millet system, instead making all individuals living in Italy full citizens. While mostly a token gesture, it would be extremely difficult for an infidel to rise to the position of Emir, several measurements have been taken. There is now a common court, a common law and a common expectation to serve Italy. The military too, is now open to the infidels. An official invitation has been sent off to the Pope to be a 'spiritual advisor' to the Senate alongside respected imams.

Italian Influence
Though less than a century since its founding, Italian goods and services have already found their way into markets the world over. The influx of raw materials from Nev and Fgerbia ((what exactly do they produce)) have emboldened the Italian industrialists to establish several factories to produce goods for the world market. Farming equipment and armaments in particular, have been suggested as premier trade goods for the  Nevan and Fgerbian markets.

Yes, but you get three actions now, so it is fine.  The army already will try to push forward, and win.  But if you want to change a policy, then you can do so.

With the situation in the east more stabilized (presumably, the turn result didn't mention any problems) Nev begins to build forts to cement it's foothold on the area, garrisoned by some of the newly conscripted troops. Free relocation is offered for families which choose to move out east.

Nev declares for Scandinavia
Citing occupation of historic territory (until the 18th century a sizable chunk of what is now eastern Poland was part of the Principality of Grenzgebiet, better known today as the Grenz federal land of Nev) as casus beli, Nev sends the majority of it's newly conscripted army to "retake The Nevan Granary".

Our land is vast and abundant, but there is no order in it.
Prospectors are sent off east (with escorts where appropriate) to find out what resources can be exploited there.

The Electric Revolution

The invention of the turbo-generator, which allows easy transformation of steam generated power to electricity, is slowly starting to revolutionize the country. Seeing the dramatic effects that electrification has on Industrial productivity (electric lights alone are a dramatic safety improvement), the King, decided to plan a public-private partnership with local industries, which is to decide on Industry wide standards (to allow interconnection of generators) as well as the placement of various centralized generators, in order to allow the incorporation of district heating within the system.

The Introduction of government control is expected to resolve the current chaos, where the nations has thousands of central generating stations, all using varying voltages. In addition, electric power production for trains is under consideration for parts of the Iron Rhine.

Threat from the depths

Develop a diesel-electric submarine.

Marine Expansion Program

In order to support and expand Colonial operations, larger and better ships are needed. Increasing the speed of these vessel can also significantly benefit us, by increasing connectivity with our colony. The introduction of turbine driven Steam powered vessels should greatly improve our naval speed, though they tend to be slightly less fuel efficient. (We do have plentiful coal reserves, so that should be no problem). 




Note: Can I get a status update on the Iron Rhine; and the connection with Rordalia?
