No. I'll give it to you because you'll need every weird plan you can get. You'll get it faster if you do put it as an action, but I would be one to say that it isn't worth it.
While I'm technically opposed to the GM cheating in favour of players, I have myself done so on a fair few occassions and will thus not oppose it if you feel it's needed for the enjoyement of the game.
On a side note, I don't intend for this to be a total war. More like the Balkan wars. Ie, over by christmas and all that.
Edit: You can't do the update yet. I held of on sending my war plans till I had the data on the initial war.

What happened to your fleet:
Your admiral delayed the fleet movements because of the new technologies, and submarines not working right. This is the first naval war you've fought with Subs. Many a story can be told of men being lost to lack of air and not knowing any better. Plus, you've had to go all the way around the coast. Sadly, your fleet hasn't been very quick to get there. They finally left at the end of last turn. Oh, and the Italian Navy is because they spent an action mass producing ships last turn, and started with a fairly large navy.
As a note, I am trying be as fair as I can be, minus any mistakes I make, and while I may say one thing, it would be best to ask and double check I'm not perfect, and sometimes data given to you will be intentionally imperfect. And there will be LOTS of mistakes. Big ones. HUGE errors. Like skipping a year. Feel free to tell me. And while the Italian Navy is bigger, you have dreadnoughts. Lets not forget that. Dreadnoughts take longer to build.
Also, as a note, you have the most advanced navy in Europe right now, but you could always be improving it, that goes for everyone.

I've noticed that as time goes on, it gets harder for me to write the updates. Now I know what it is like to be a computer simulation.
