Indeed, we will send down some of our elite soldiers to be instructors, and some translators aswell, and we accept the same from you. I will post it in my turn of you do the same.

Interception of the Lyrian Invasion fleet

Our naval forces rally to intercept the Lyrian invasion fleet. Airship patrols should be able to spot their invasion force, at which point our naval vessels can intercept and obliterate the fleet thanks to their superior steam turbine driven engines.

Edit: Does production of naval vessels continue even if we don't spend an action on it? Seems kind of silly if it doesn't

Naval expansion and modernization

With the threat of war becoming more real by the day, a large scale naval expansion program commences. Construction of a second dreadnought, armed with a strong 10 gun battery composed of our indigenous 300 mm naval cannons, and an auxiliary armament of 30 80 mm guns will commence.

The Predator Class will also be expanded upon, being fitted with 6 80 mm cannons, in addition to several torpedo tubes.

Lastly, our submarine will enter full scale mass production.

Autocannons

Currently, our navy operates some of the largest vessels on the sea, and as such, is vulnerable to torpedo boat attacks. Though none such vessels are in use amongst the major European powers, the navy is wary and plans to commission an autocannon to deal with this threat, as well as for possible use against Lyrian airship bombers.

But yeah, now a1s and Gazkull must decide whether they shall commit to a civil war, or whether this revolution is bloodless.  There will be bonus points for a bloodless revolution.  I doubt it'll be bloodless, but still.  I have an interesting mechanic for this next thing.
What are the demands of the rebels?

Are my forces down in Francia equipped with the new rifles and monoculars? Anyway, here are my actions.

Naval Expansion
This year, with other concerns mostly alleviated, most of the government's attention will be diverted to the War Ministry. As part of this, the submersible (80mm deck gun, floating mines) will enter mass-production, along with more Light Gunboats, modernized with imported Low Countries 80mm guns, floating mines, and Refined oil engines.

The deal proposed by Scandinavia is to be accepted and put into effect. At the Royal War College, research will be focused on the Italian Storm Doctrine, it's strengths and weaknesses, and how to imitate it.

Chairman Thraka of the Revolutionary Council steps forward on the podium, behind him a good dozen of the leaders of the Revolution. The befuddled and half starved masses have gathered to hear the speech of the man who was supposedly now controlling Nev. Microphones had been brought into position to deliver the message live on radio all throughout the known world and for the many more backwards parts of Nev, reporters were writing down everything for the newspapers and some for the mounted messengers and heralds who would spread the speech to even the most remote of villages. A balding slightly overweight man, Thraka nonetheless oozed something that could only be called Gravitas from every pore of his body. As he stepped forward the tired, dirty city dwellers grow silent, some in expectation others in awe and again others out of scepticism.

My People, Sons and Daughters of Nev! We are a broken people! Even as we suceed in a war, we lose. Our soldiers and armies come home to a land wrecked by disorder, starvation and corruption. Our forefathers forged this great nation from nothing! And now look at it. Half of us are starving and the other half is forced to serve in the military. Not to defend our country. Not out of necessity but out of sheer arrogance!

And then there are those who even know feast like kings, which are kings. Beings who claimed to be Men of the People! Beings who told you that they have the right to rule and only they can make this country great. Look at what they did. Nev is a shadow of its former self. I say to you our Monarch is nothing but an errant fraud, a vulture turning our nation into his bloated corpse so that he and his sycophants can feast.

I vow this, the history of Nev will NOT be written in blood. We have seen enough of it. Our land needs peace! And not a civil war costing us even more lives. Sons and Daughters, i say we answer this injustice with justice, bloodshed with peace and his tyranny with democracy!

People of Nev, Soldiers and Generals, Monarch, i hereby implore, no demand that on behalf of our people we have open, free and equal elections about whom should lead our country from now on.
I furthermore demand the demobilization of our armies, i ask you that you send our men home to the fields to feed our starving children!


1. Send the Speech via Radio, Newspaper, if ened be via messengers and heralds all throughout Nev.
2. use the Money aquired from Scandinavia to buy food. Huge amounts of Food and distribute it among the people.
3. Have a look out for loans to sustain the starving population.

Since one of the states are still struggling with the development of Radiowave, I have to assume that the the radio is not yet developed. Your rebel skumm!

i wasnt sure i just assumed that radio is more prevalent in the cities while the more backwards areas are still relying on horse messengers who deliver the news...
