How do I force my dwarves to kill a vampire?

Me, and my 4 squads of ten are watching this fiend suck the baroness dry, but doing nothing about it, and I can't even order them to kill the vampire!

What do?

Not sure if dying of old age is an honor or a shame for weaponmasters. On the one hand, it means they never got the opportunity to die in glorious battle. On the other hand, it means nothing could beat them in glorious battle.

Dont.  If it is of your civ attacking it will cause . . . issues throughout the civilization requiring quarantine.
And if he isnt from your civ he's likely from the humans who will take offense at your murder.

Instead, build a bridge in a room and burrow him there.  Pull lever.

Or, send him out to meet the goblins.  Or explore the caverns.  Or drop him into magma pipes to see the adamantine pillars.

Or, stick him in a hole and let him train/bookkeep/make useless crap and feed him occasional vagrants.

Or do the proper and intended thing and get a justice system.

I unburrowed him, made him a militia captain, and sent him to go kill some cave swallow men, but upon reaching the caverns, he made a bee-line for the baron's room.

You could try stationing a militia member in the baron's room, or any future attack area to get witnesses and get him chained up.

When they go on break the only way to stop them is to lock them out.

That's the thing, though! 4 squads of the military are staring at him and watching him suck the baroness dry!

But do you have a jail and fortress guard? Your people may be witnessing these things happening, but it sounds like you don't have a court justice system set up to handle what witnesses have seen. The army doesn't handle domestic disputes, that's for the guard and hammerer to deal with, like a separate police force.

maybe it has been too late, but the next time you spot a vampir, you may try to deconstruct the bed, which will wake up the sleeper. I saved a miner in my last fort.

Considering how laughably ineffective the justice system is at doing...well anything remotely useful, I wouldn't  say it's the proper thing to do.

Drawbridge execution is the way to go.

This is very true.

The baroness is dead, and a pump operator had his head punched in by the hammerer, for a crime that offended the late baroness.

Ahh - sounds like the justice system is not working properly then - if it was - it would have been your legendary armoursmith that got their head punched in.

Hammering generally disables vampires, if not outright killing them. Make sure he's not armored though, since they do survive without breathing, my last vampire axe lord got stuck with broken neck, paralized below neck (yet being able to move, with his teeth no doubt) and unable to surrender armor he's wearing, however, he never bothered anyone ever since.

Cool, but wouldn't this likely lead to tongues having a '[SPEACH]' tag, and thus via necromancy we would have nearly unkillable reanimated tongues following necromancers spamming 'it is sad but not unexpected'?

I'm also having problems with a vampire. I've been able to stop it from killing anyone yet, and tried to execute it by building a floor some 10 levels up a mountain, lock off the floor with some walls and a door, and then get it to remove the floor tile inside of it (I had VERY big problems with getting it to care about burrows, though; however, the dwarven sense of self preservation reminds me of the game Lemmings). The bugger survived with only a broken hand and broken floating rib, but I managed to build doors to the hospital rooms before it could be treated beyond diagnosis, so I have it quarantined (very nasty disease, vampirism!). The hand has gotten infected, but nothing seems to be happening beyond that (half a year after the attempt to off it). Will the infection eventually either heal or kill it, or will I have to heal it and send it up to the floor again for a new (higher) drop attempt? Oh, and the bugger has obviously managed to get voted mayor (and imposed mandates while unconcious at the hospital).
