I would support "80.05.2.1: A total of 3 gods must support a proposal to allow it to pass", but the way it's worded means that once three gods support something it is going to pass.

I propose to amend it to say "At least three gods must publicly support a proposal for it to be able to pass"

I am creating the defenders of the Sewa, they will be large 1 meter tall owls. they will have silver,gray,and black feathers. I want there to be 1 guardian for every 5 Sewa, rounded up. They will reproduce at a rate that would keep them at this number equivalent to the Sewa.

You like making things up a lot. If you allowed guns in the world, I wouldn't be saying this; guns are rather excellent, and far more efficient, at least, than magic.

But a bloody bow and arrow doesn't compare to fire balls. Or seventy arrows per second launched by a single mage. Or a magic bow. Or really anything else we can do, considering it's so mundane.

And I want you take a moment and think about what you just said. Overestimate magic. What else would you call what we do with Essence? Overestimating magic is rather like overestimating a sun; if you've done it, chances are nothing else you do will matter be able to work either.

And Cyrix, if you're concerned for their souls, I could help teach them to tap into the Ley Lines and keep the power stored.

That said, I suggested magic mostly because it sounds like you want them to remain Owls. In all honesty, magic in combination with weapons, tools and armor is the best way to go about doing it.
