As for helping out with cold sun project. Creating proper sun is 20E, creating tiny sun and enchanting it to work like proper one is 10E. Since yours is cold, it will probably cost extra.

You are allowed to use Golems as prototypes for new races, rememnber that Golems run on ambient heat, you'll probably want to change that, among other things.

Chip in 5E for cold sun project.

"Looking through the Council records, I can see that the proposals to ban magic and to grant it in limited amounts were free proposals so he can't mean that. Why don't you just tell us what you mean?"
