Note that I'm not running vanilla; I'm using Chaos Theory as Risens.
I designated a bunch of items for dumping, set up a garbage zone, and yet nothing happened.
I then took someone who was doing nothing and only let them haul, and yet, nothing.
I then put them in a burrow that is the room where the objects to be dumped are and the path to the zone, and yet they're just loitering.

I may be doing something wrong, but something seems unusual.

That must be the issue.
EDIT: Can only find an option to toggle outside refuse pickup.
Dunno how to fix this now.
EDIT2: Crap in a hat, something clicked. I have no idea what just happened, but things are being dumped.

Turn on outside refuse collection and outside vermin collection, this will allow proper dumping of stone, refuse, and furniture.
