I'm relatively new to the game and I was wondering if the captain of the guard is supposed to be drafted into the fortress guard? Does it cause him to spar with other guard members or does the captain go around as normal?

I was wondering the same thing  

From what I've observed so far,
a) it is possible to draft dwarves into the Fortress Guard,
b) it is also possible to un-draft them back to civilian life,
c) while in the FG, they will
c1) patrol inside the fortress
c2) spar in barracks with noobs (also the Captain)
c3) Justice? Go after thieves?
(I restarted before seeing any of that happening)
c4) when the Goblins come, according to the wiki, the FG will "make suicidal charges at the enemy and get slaughtered": http://www.dwarffortresswiki.net/index.php/Fortress_guard

(I'm fairly sure that my dead marksman got his throat slashed wrestling a Fortress Guard with a masterful Obsidian Sword ... however I didn't see the sparring accident, the guy dragged himself to a bed before suffocating.)

(Not an expert either, if my posting contains errors I'd be glad to hear an expert on the topic too.)

The sheriff and captain of the guard do their normal jobs and only moonlight as the chief law enforcement official.  So you can have them brew booze, or you can have them join the military.  The latter is often a good idea.

And you don't need to draft the Captain into the Fortress Guard.

I've never seen the suicidal charges the wiki mentions.  In fact I've never seen the fortress guard leave the fortress at all, even when the military is charging out as commanded, except for one time when a guard was chasing a kobold thief around.
