As a possible member of next game, I believe I have the right to vote.
I think NPC nations would be interesting. I say fill up as many players as you can within a day's time or so and make NPCs of the rest.
If any new players decide to join after the game has started, you can give the player a choice from one of the NPC nations.

I'm not a fan of NPCs myself, but then it might be because they all seems to hate me. :p

More seriously, if you go with NPCs, I suggest making them equals to the players and open to wannabe new players, as Ultimuh proposed.

Weakened NPC "backwater" nations give players something to expand into before the real meat of the game starts.  It breaks down to if you want there to be "open" spaces to expand in to or just have every region filled at game start with players.

What's the point? It just create imbalance, because some players will have better expansion grounds than others.

IMO, gaining a full tech is awfully powerful.  What about something more akin to this:

50% chance to gain ~4 RP to current project
Keep rolling this chance until it fails

So you have a 50% chance of 0, 25% of 4, 12.5% of 8, 6.75% of 12, etc etc.  Maybe make the chance 60% or something if the enemy knows current project.
