Updated map on the geopolitical situation since turn start (includes Arcadia's turn). Should be right unless I screwed up along the way.
EDIT: Which I did, by not noticing the problem with rpgeek's spawn :x (just move one of the 2 to rp's capital)

Chemical Warfare was modified; it grants +1 to the user with 25% risk it will become -1 instead.

Advanced Engineering was added; it allows mountain passes to be crossed instantly as long as there are Railroads on both sides, plus allows 2 PIs to be built in the same province in the same turn.

I believe it represents the nation not having enough food/ammo/other supplies to sufficiently maintain that army.

So we can be completely screwed over by that random chance if we're keeping an army in place at a chokehold, and the only way we might be able to get around it is to instead throw a different unit as a suicide squad at an enemy army if we foresee having our max army cap reduced?

Don't lose territories so your max army cap won't go below your army limit? Not to mention that losing territories mostly involves getting some of your own armies wrecked, thus putting your army size back under the limit :P
