Well, the obvious benefit of using the Scythe mode is that he can block in a wider range about himself. Also, I am not touching anything dust related until someone can explain how it works. I don't want to waste people's time doing something that's not possible.

Functionally, dust damage has a potential for additional effects. One for no damage, one for normal damage or one for defense.
Fire dust can either be used to blind (-dust skill to damage%) or to burn (1 through max dust skill*10 for 3 rounds or forgo an action to dispel on a successful hit)
Ice dust can be used to stun (damage + enemy can not attack next turn on a successful hit) or to create a barrier (dust skill * 10 to defense for 2 rounds)
Lightning causes stun (As above) or weapon disabling (no weapon skill) for 2 rounds.
Wind causes sprint (multiplier+2 for 1 round. Multiplier-1 for two rounds after,) or dust stop (no dust effects can harm you or the opponent for 2 rounds.)
1 dust effect can be activated in one round where the attack is otherwise forgone.  The three dust types (bullet, powder, crystal) have .5, 1.0 and 1.5 effectiveness respectively.  Crystals are unavailable at the moment and are considered a reward.  Also, when I say 2 rounds, I mean the round it was activated in and the round immediately after.

And after I've written this, I know that I should have done this before Emeril and Raven fought.  It seems that I'm apologizing a lot lately, and I'm sorry for that.

the issue i find with a stun effect like that is that it can very easily result in stunlock, which is not particularly fun.

Also, Chartre has a tank of dust I decided to be water dust (blue crystals)-- what effect would that have?

Stuns burns and hastes have a three turn cooldown after an attempt.
