[The blame for the plague is put on the Redguards and the local population of them is quickly imprisoned.]

Sapiastan

Military:

[Build and maintain checkpoints at all access points to Sapiastan from the River Nations, with no less than 4 Bowmen at each. Anyone attempting to enter Sapiastan from a river-based empire is liable to receive an arrow to the chest or head.]

Medical:

[Send out a government and medical employees, wearing protective clothing, to screen all citizens. Those with symptoms are to be quarantined. Those who have symptoms and lie or refuse to be quarantined are forcibly quarantined and given a sizable fine. Any Elves or Redguards with symptoms are immediately exiled, or killed if they refuse exile.]

Infrastructure:

[Construct a Large Quarantine Facility away from populated areas. Devote a sizable of Health Professionals and Guards there, enough to keep it running smoothly.]

Cultural:

[Spread propaganda indicating that the disease originated in Elves and Redguards due to their biology making them especially prone to containable diseases.]

Industrial: Continue building weapons.
New: Start production of guarigione masks. Guarigione masks are painted masks that cover the face, usually made with cloth or thick iron with a kind if filter to breath through. Demons of sickness feed off each other, making the carrier even weaker, inviting his demonic friends. Guarigione masks cover the face of the diseased and the doctors near them (as sickness demons take helping others as a sign of weakness), making them appear strong and healthy. Have the weapons priests wear them, as well as any currently sick and particularly weak men, such as new parents and the elderly.

Internal: Mask-clad Weapons Priests begin to exercise the demons, using subtle magics and arcane herbs. The rest of the group train in over time, this is no time for us to show weakness as a nation.

Diplomatic:

"This wouldn't have happened if you turned to our religion. Sickness spreads through weakness, obviously you haven't been training enough. We suggest you immediately arm and train all of your population, before this disease spreads further."

The diplomat states, hugging his arbalest tight to his body.

I resend Weapons Priests to everyone East of the river, including the nomads if they are still around. This time, the mask-clad priests offer aid, asking to help by building hospitals to help treat the wounded inside the afflicted countries.

Posting armed guards to turn away the weak? Locking the way the sick as you let the healthy lounge around, cancelling all projects and letting the enemy beat you?

A lot of actions everyone else is taking are seen by the Armato as weak. To them, it looks a lot like you are running around in fear. So that is what happens in in-character posts.
