"The delegate stated that we are speaking of a research facility, not a reeducation facility, that they will not support it if it is to be solely staffed by humans (A statement I agree with), and that you need to open your mind, another thing that I agree with."

"We have a minority faction of our population that had 'opened their minds', and we call them Anarchists. So you want more of them, correct?"

The human delegate from Sigylguard sighs, and raps his hand on his desk.

"No more insults. No more arguing. Can we please get back to talking about SOMETHING IMPORTANT?"

The Sapiastan begins to speak up, but remembering the vital trade agreement between Sigylguard and Sapiastan, he sits back down.

"Of course."

"Well, given the impetus on argument, I'll assume the research facility is dead in the water. Thus, I shall bring up a new topic. The duchy wishes to build a bridge over the great river in order to facilitate trade and travel over it. However, it also intends to tax the trade going through the area thus it seeks the approval of the rest of the members of this council. And while we will tax it, we do intend to hold ourselves responsible for the security of that region."

Internal Affairs
In response to the larger amounts of nomads coming into ducal lands, the duchy sends out a few priests to guide the groups into settling down into new towns around the duchy, one of these towns being located near the proposed river crossing.

((Hey, any chance that we can have our actions rolled and decided for soon Cryxis?))

Internal Affairs:

Operation Warm Welcome:

[Send our military forces to intercept the nomads before they get to the cities. Direct them to Serbis.]

"While I agree in theory, I also propose that a small quantity of the proceeds from such a project should go into a common fund for projects this council decides on. Of course, if this is agreed with than other nations would naturally provide assistance in the construction efforts, perhaps by providing material."

"And speaking of projects, I propose that a system of centralized gain banks be formed, inorder to support populations that loose their crops, as many of us know what sort of effect the loss of a harvest can have on a population, particularly one with sparse foodstuffs in the first place."

I agree on a international food bank. As for the project, those who do not support an interracial staff do not need to gain from it. I propose that a research facility be created and run by states with open, non racist minds and again Serbis will provide military security.

SERBIS NEWS
[Camps are beginning to become full]
[Nomads are being drafted into external affairs military to keep their families in the camps]
[Nomads may be quarantined for 3 months and if no symptoms occur that will slowly be brought into society but be monitored to see if they are carriers of the disease]

SERBIS MILITARY
[External affairs military now consists of 1,300 nomads/ 400 redguard citizens and 150 human officers/ 25 redguard officers]

((Will do rolls tomorrow when able to type a lot more currently using a phone))

I'm sorry, no insult or threat was meant by it. All nations are welcome to provide their own military escorts for their 'delegates to the facility'. By then their should be a 50/50 split of military units. And seeming as being that the facility will be build miles away from Serbis and that the Great Hall here is guarded entirely by my soldiers I supposed you all trusted Serbian security

"No insult was taken, if anything it should be I who apologizes."

"I see no problem with a portion of the funds being siphoned off for a food bank, though for the purposes of maintaining and guarding the infrastructure, we will insist on a large share of the income from it going towards us."
"Of course, I was thinking of perhaps 5-15% of the total profits. Of course, it would not just go to a food bank, but rather to any project we all decide on."

SERBIS PROJECTS
[Military training grounds being built inside nomad camps]
[Research facility construction begins in south east hills away from city]

The research facility has begun it's construction, if I may ask for all who are willing to co-operate I would like small funds of food to be sent to feed the workers. Serbis will provide the wood for the project
