[Foreign units found on outskirts, unsure of who these obviously military units are Serbis begins posting executed anarchist bodies outside city borders. 13 anarchists dead, 37 anarchists working in forced labor farms. No identification of criminals religions or beleifs]

At the vantageous point overlooking the Saenin valley within the dukedom's part of the mountains, lay a small, ramshackle town, most of the buildings having been made from bits of rusted metal and rubble, with only a few buildings having been built from proper stone and iron. The bunker they had occupied was still within the town, though more used as a command centre and storage than any true habitation. The townsfolk either made their way by fishing from the river, or working in one of the many numerous mines or quarries near the town itself.

The valley itself was idyllic. Atleast as idyllic as a blasted, snow-covered rock-face can be. The sparse, green evergreens added a splash of colour to the landscape, but they were to few and far between. It would take years of forestry to even cover up a small portion of the bare surface of the mountains. Still, the brook that flowed though the centre of the city, along with a few trees that had been left alone to add some colour to the city atleast.

From a rather modest, yet quite outstanding stone building that served as the centre of government for the duchy. And it was from here the Lord Protector ran the affairs of the entire state.

Internal Affairs and Developments

-City construction and fortification: In an attempt to improve the living conditons and security of the people of the duchy, All houses still built of scrap are to be demolished and replaced with proper stone structures. In addition, a fifteen metre high wall is to be built surrounding the city, with a few gatehouses to be installed at critical access points. Along with that, using some of the leftover stone from the larger projects, basic infrastructure is to be build in the city: roads, bridges and a few planter boxes or the trees residing inside the city limits. The scrap metal is to be recycled and fashioned into the supports for the new buildings.

-Reclamation and Recovery: Several military scout teams are to begin searching the area for any old pre-war facilities that may be in the area. The goals of this are to obtain whatever pre-war salvage as we can, hopefully getting a sample of any useful technology.

External Political[Norogoth Head of Trade sends a caravan of food towards the Duchy of Aerindinus down the river, they will attempt to trade for metal.  Several of the traders are interested in learning more about Caenath and will attempt to purchase texts.]

External Political[The large clan of Tacebel sends an additional caravan of food towards Sapiastan looking for high quality lumber.]

Internal[Open debates with Anarchist faction held in the Great Junk Hall. Public demonstrations and counter demonstrations allowed.]

Internal Development[The Head of Economics encourages the construction of several small scale beer and spirits distilleries with an eye for export.  Progress should be slow unless new construction materials come in, but several small ambitious clans begin training workers.]

[As of finding the units outside of Serbis are of our neighbors, all anarchists that are found to be orthodox will be sent to our neighbors to do with what they will]

In the midst of a great forest loaded with unimaginable varieties of fauna and flora stood a city, where great trees had been cleared and their wood harvested to make the homes of the Sapiastan.

Built on the stump of one a massive tree that once stood thousands of feet tall was a now a huge wooden fortress, the Palace where the government and military officials resided. While the citizens were hard at work collecting more lumber for construction or tending their sprawling fruit gardens, Commander Kyuru Haroshoto, head of both the government and military, stood on his balcony overlooking the city. As he flipped on the loud speaker, the people of the city grinded to a halt.

"A blessed morning to everyone as we start yet another bountiful cycle. Look around you at your lovely friends, remember that we have built this city on the ashes of civilization. All races and creeds of people have come together to create this utopia. The only matter left to attend to is to avenge our ancestors by wiping out those creatures that caused all their deaths long ago. We are strong together! We were the first sentient beings on this planet, and we shall be the last. Humanity marches onwards!" He leaves the balcony to roaring applause, as always. Now, time to attend to business...

(A popular form of execution in Sapitastan, in which a rubber tire filled with gasoline is placed around the arms and chest of an executee, and then lit on fire.)]

[Offer a monetary reward to any Elves or Red Guards that are voluntarily sterilized at a Hospital or Labratory.]

A tall, bearded man stands, watching over the hills and plains below, and sighs.

"We were here first, you know. Before the slavers, before the racists, before the end. We stood here, and watched the world fall apart. And we did not act. The most cowardly act committed in Sigylguard's history is also it's most defining one, for it showed the world that we did not care. That we would sit here, and watch the world burn. I will not let that reputation stand."

The man turns around and addresses the Red Guard behind him.

"I have your support?"

The Guard nods, and the man smiles.

"Well, then, we're on the move. Seal the Sigylden, and get to work."

[The Sigylden is locked. This means that no one can enter the city, and that it is essentially in lockdown. Trade continues, but no one can leave without express permission, given by two of the three oligarchs.]

[Any anarchists who murder are executed. Any who damage property or attack someone are exiled. Other anarchists are imprisoned, with instant release if they renounce the cause and serve a few months time in the mines.]

A large red guardian man with a braided beard looks down upon the city square from his balcony, he sees several anarchist crucified, beheaded, and hung on the street corners. There are 4 of them being lashed and caned in the center of the four lane intersection in the middle of the square. Looks out into the distance and sees the almost finished Rver Hall on the outskirts of the town. It sits stop the crown of the neighboring hill. He looks to his people.
His voice bellows threw the square

"We are at a tipping point my people, a tipping point that sits between anarchy and utopia! I know that some of you think that we are too harsh, but we would not be where we are now without a level head and a heavy law! Do know that these "anarchists" are not all killed but instead they work the fields. These "men" that lie here dieing are but murderurs, rapists, and inhuman! They deserve their punishment and that which the afterlife holds.
We are here sitting as the throne of the world and we must keep civil. The delegates of foreign states will be here in weeks and they must know that the head of this world is level.
I ask all citizens to come forth with any knowledge they have of these anarchists and you will receive a reward. ANARCHISTS, if you come forth and name off people you know to be anarchist and they are found guilty of it, you will be given the choice of forced life labor in the fields or exile"

He leaves the balcony and walks back into his home, the 5th floor of what used to be an apartment complex that now serves as the government building of Serbis. A great flag draped over the side of the building depicting a yellow fist wielding a sicle with a blood red backdrop.


[Serbis is offering incentive to citizens for ratting out anarchist and anarchist that do the same get the choice of forced labor or exile for punishment]


[Serbis accepts Sigylguards compromise, all anarchist that are in forced labor will be given housing, food, and minimal leasure time but are kept seperate from the city in detention facilities]


[Serbis now offers anarchist a get out of labor on good behavior for not being violent and giving up their anarchist ways]

[Serbis offers a government incentive program to all citizens, if a citizen goes to a government operated vocational school and learn one of the useful skills taught there that citizen will receive a small plot of land if it is a workshop skill, a job in the government district, or a plot in the farming fields for agricultural skills]

A sharply dressed, black haired and clean shaven delegate stands up. He smiles menacingly, and pulls out a plan of some sort of building.
"My dear friends, we are here to lead our men to safety and happiness, aren't we? But who is the real troublemaker? Criminals? Dissidents? Rebels, anarchists or maybe even unhappy citizen? No. The real trouble is a concentrated group of these led by a charismatic fellow to kill and maim us. We need to contain these and... reeducate them before harm comes to them, as harm is the only possible effect of their rebellions. We need a facility to make them into productive men eager to work for their nations. And with some help, I may be able to build such a facility, of course with some help with you, my friends. I expect you to supply us with food, building materials, wood and maybe some metal, and in exchange, I will build a great re-educational facility you could use.
He forgot to mention some important details, like controlled brainwashing and that the people that come out would be completely loyal to the Commonwealth  and their beloved leader, whose name is unknown.
