Serbis has kept all undesirable citizens in camps where they farm for the nation, this seems more humain than sticking them in a facility built in one of the most controling countries here

Location: West Mountains
Military: Weak (No real need for it, plus the philosophy thing)
Government: Communes, which meet in weekly councils
Peoples: Humans, few Redguard
Laws: Few laws, mostly due to philosophy
Religion: No religion, however there is rampant philosophy that if you have read Coyote Horizon you would know what sorta thing it is.

General description: Series of small communes (No more than about 100 per commune) that have banded together under the need of not inbreeding to an amazing level and generally not going insane from talking to the same people all year. Together they populate a smallish mountain. The population as a whole will only kill when there is no other choice, or if killing the person will save more (I.e., killing a bomb-wearing guy before he can kill everyone in a building)
