Hunters won't pick bolts

Ok so I have currently 3 hunters and I could check out via dwarf therapist that they are all out of ammunition for their crossbow, the matter is I HAVE been crafting a couples of bolts but my hunters won't pick them up, I tried removing the ammo stockpile to see if they'd pick up the bolts then, but they don't.
Is there a bug somewhere, or I'm missing something ?

Don't allow bins for ammo.
