Well, not directly. The Catholic Church can, because the Pope can sit in his chair and do the formal Word of God thing. I don't really know the details, admittedly, but I'm pretty sure that's a thing.
Anyway, Protestant/Reformed/Etc. churches like to flail their arms vaguely in the direction of whatever the verse was that said "don't add any new bits to the Bible" which is kind of conveniently ignored anyway.
Long story short, although yes, technically, the church can edit the Bible, people will probably complain about it. Middle ages dudes had the advantage of 99% of people not speaking Latin (or whatever) and could easily just lie to them or something. If you want to do that these days you have to be a little more subtle, and pray (har har) that your congregation is just a bunch of blind followers. Sheep, if you will (biting religious commentary right there :P).

It's definitely possible. I have a thread or two that have been locked by Toady and they have an unlock button.

I don't think anyone has ever been dumb enough to do it, though.

The Bible has authority because it was written by a number of divinely inspired authors (or directly by God, or whatever). It's no more cicular than saying that my bookshelf exists because an Ikea factory somewhere made it from blueprints given to them by an engineer.

I've never met the workers or the engineer, but I'm sure they exist, because my bookshelf exists.

The Bible has divine authority because it was written by divinely inspired authors.  You can tell those divinely inspired authors existed because the Bible exists and has divine authority.

Without the Bible, there no God to be concern with. How do you know this God? Just the Bible. Why is there Trust placed in the Bible? The Bible says so.

 And if we want to get anal, then the oral traditions that would later make up the bible.
