Yes, but there have been no big victories for Yes yet, even in councils where it was predicted to win it didn't win by a decisive margin. I don't see it happening.

Those cities combined are only a quarter of the electorate.  We've already seen more votes tallied then they will cast.  They'd need to be absurdly lopsided to swing it at this point.

I'll probably be more surprised by a Yes vote than a No at this point.  It may be my own biases on the matter, but the cities listed were predicted to be rather moderate Yes, even before seeing some of the swings to No seen in other areas.  There's places where that's otherwise, such as West Lothian and East Ayrshire, but those don't have the population to really swing it hard at this point.  As noted, it'd take a pretty drastic Yes victory to turn the tide.
