make all reactions mod-able, make reaction times mod-able

i would like to mod how long it takes to perform certain tasks. this would also allow us to make more powerful actions that need more time. it could be a modifier used for each reaction with a default value of 1.

this includes making all reactions modable. currently we can add new reactions, but we cannot change existing ones.

The general development plan calls for moving things out to the raws as much as possible.  Starting with 0.40 we now have brewing reactions in the raws.

I agree that some kind of control over reaction time would be nice.  Even if it's indirect, such as based on the value of the reaction product.

It would be nice to have a token that controls how long a reaction takes in terms of actions, so faster creatures complete them faster. I'm pretty sure the way it works now, is a reaction takes a certain number of actions, which is then modifies by skill and finally that number of actions must be completed by the Dwarf (which depends on how fast he is, SPEED, agility, etc.)

it would also be nice if we could mod the impact of skill on reactions.
