Section 1 - The Resolution
This resolution sets forth the standard that all nations will adhere to in the event of elections to their national government, and any punitive action to be taken should these standards not be met.
Section 2 - The Standards
i) Every individual adult of the world has a right to have their voice heard, and exercise their political will. There will be no discrimination of any person's right to stand or vote in an election based on their ethnicity, sex, religion, social status or political opinion. An adult is defined as anyone who has reached the 'age of majority', which will be 18 years old for the purposes of this document.
ii) Genuine democratic elections will be held periodically in all nations. The time between any genuine democratic election shall not exceed 10 years, under any circumstances. This allows the ever changing political will of the governed peoples to be exercised continuously.
iii) Any election shall be announced at least one year before it is to occur, to allow for monitoring.
iv) For member nations of our United Assembly, classes will be offered for every adult - teachers/lecturers of which will be paid for and provided through us - and added to the curriculum of every school detailing the basics of the political system in their nation to allow everyone who has an interest in the political process to learn about it.
Section 3 -Who Will Monitor These Standards
A team of experts drawn from every member nation of the United Assembly, irrespective of which councils or committees they sit on, or if any disciplinary action has been taken against them. This allows the team(s) to have a broad spectrum of knowledge regarding political processes - as no two systems are identical - and also negates any bias. The expenditure of sending these experts, and maintaining a library of knowledge based on their experiences in the political field, shall come from our budget, again to prevent any bias toward the host nation. They will monitor everything to do with electoral proceedings for a year prior to the chosen date, including, but not limited to:
- The selection of candidates.
- Freedom of movement and speech of every candidate, political party and potential voter, to make certain no person or group is discriminated against.
- The actual process of voting and vote counting, to make certain that no individual or group of voters is being forced or intimidated into voting a particular way, and to negate electoral fraud.
- The immediate aftermath of the vote, to make sure that the will of the people is being followed.
The monitors will be supported by an international and independent group of camera teams, allowing review of anything that requires further investigation. Again, to avoid bias, they will be paid for through our budget.
Section 4- The Monitors' Monitor
The team(s) shall report to the General Assembly as a whole. Political freedom is something to which all people have the right, therefore no nation should be excluded from voicing their opinion on whether they think anyone has met or fallen below these standards.
Any decision to investigate a suggestion that these standards were not met will be voted on by members of the General Assembly, and if necessary, any punitive action to be taken against the nation, political party or individuals involved.
If the suspected nation is a member of the United Assembly, their votes regarding investigations will be counted as an abstention.
If the member nation is found to have fallen below these standards, any punitive action to be taken against this nation will be through normal channels: the Security Council. Again, if the now punishable nation is a member of the Security Council, their vote regarding their punishment will count as an abstention.
Section 5 - Amendments
As previously stated, everyone has the right to a political opinion. Any member of the General Assembly may suggest an amendment to this document, which will be voted on by the General Assembly. Ratification of any amendments will be voted on by the Humanitarian Committee, and passed on to the Assembly Leader.
