Malos is a small nation, unremarkable in most circumstances. However, it happens to be tucked away in just the right spot to make it a perfect location to access nearly any other country through. Even Teton, normally known as the Belt of the World, is not quite so accessible. Unfortunately, Malos is not nearly as wealthy as Teton is, and has fallen prey to insidious cartels, its government corrupted by foreign money. The drug trade flourishes in Malos, and is exported from it worldwide. The Malan government turns a blind eye to just about everything that is illegal in other nations, provided you have the money to make it worthwhile. From corporate tax fraud to child pornography, Malos is a bastion of sin, and it doesn’t seem like the nation will get better any time soon.

The ambassador sighs as he stands, brandishing a thin newspaper:

"I feel it necessary to bring everyone's attention a recent headline in the World News Daily 'paper. They point out, quite rightly I might add, we have done literally nothing beyond demand finance since our work began last week.

In the time it has taken us to discuss and vote on how we discuss and vote, there have been additional headlines of genocide; border disputes; insurgencies; corrupt governments. I am tired of reading about these things, things we must take action on, while we discuss, yet apparently do little to address, our own inefficiencies.

I thus submit a suggestion to the Policy Committee, encouraging them to go further than defining abstentions as abstentions, but also count absentee members as abstaining. Furthermore, my view of the inefficiency apparent in these chambers is that we vote on things one at a time, rather than all at once. I would suggest we therefore have a 24 hour discussion period for any committee to talk over the issues, and then decide what issues need voting on, after which there is an enforced 24 hour voting period. After this, if any member has not voted on the issues raised, absent or otherwise, they are assumed to have abstained. If any member knows they will be absent during a voting period, they may inform the chamber of this, and in which way they intend to vote. If it is necessary for the issue to be passed to another committee, the issue will be added to their own list of issues, and will be voted on during their next voting period.

I know I am not alone in this view of our incompetence. I would give anything to make manifest my hope that this opinion is shared with at least one of our colleagues on the Policy Committee.

While the speed of the proceedings is slow, it is of utmost importance that the council functions optimally and correctly before it can come to descisions. However, the lethargy of panel members, especially of members this important for the functioning of this council, is most depressing. As such, I have the intention of re-organizing things.

Avalia will not vote in favor of this amendment, for issues that have been noted previously, but the proposal will pass, despite it's various issues. (Such as conflicting with another modification).

Now then, unless anyone wants to make another amendement to any other issue, we will move towards the final vote.

The government of Avalia recently announced that it would be beginning a joint peacekeeping mission in the destabilized region of Ulvan, with co-operation from Jegula, Rutinde, and other wealthy nations. The announcement has drawn criticism from some who oppose the idea of Avalia entering another war. Leaders in Miria, Brennar, and Ordia have condemned the action, characterizing it as a land grab by a resource-hungry economy. Some military scholars have questioned the efficacy of attempting to stabilize a nation by injecting troops into it. The President of Miria publicly stated that the action is nothing less than a hostile military takeover of a weakened and defenseless Ulvan.

Some call our people barbarians, but at least they know enough to trade for what they need, not to take what they want under guise of friendship.
When majority of Security Council indulges in this sort of adventure, doubts arise about our Assembly's potential to benefit all, not several forechosen participants.

I'm severly disappointed with the behavior of several of our assembly members, and this will have consequences. As no one seems to be willing to do anything, the time to discuss any of the other proposals will be set at 0.1 microseconds, and we will now enter into the final vote.
