The streets of Poyais are one endless parade of enthusiastic crowds, hopeful for the future. The populace of Chimera has finally been rid of the hardship, the Tyrant overthrown. In the end, the Revolutionary Army stormed the palace, only to find that Chimera's national army had already overpowered the tyrant's Elite Guard, finding their target already disappeared. The end of his decade long rule had set when he went one step to far to solidify his power. The opposition rallied behind their martyr, and the US stopped all aid. Without funds, the will of the people could not be stopped, and his reign was over

In his palace, the victors of the revolution are planning the future of the nation, an effort which doesn't appear to be easy. The powers in Chimera are heavily fractured, and with no clear victor at hand, it is clear that revolutionaries, and conservatives, former enemies, will need to cooperate to rule the country.

Chimera is a fictional South-American country, with a population of 4 million people. It's a coastal nation in a geographically diverse area, well suited for the production of cotton and coffee. It's economy depends largely on agriculture, which makes up the majority of it's export. Despite these conditions, malnutrition is an endemic problem in Chimera, a result of the dramatic expansion of cotton plantations in the last decade, which ended up displacing many poorer farmers. Cattle is kept in some parts of the country, mainly for export to the US market.

Chimera has a small Industrial base, thanks to it's practically non-existant minimal wage. It also possesses some mineral resources, but none particularly rich or valuable.

Healthcare and Education in Chimera are horrible,  and non existant outside cities. Literacy is low, child death immense. Average lifespan has stagnated around to low 50's for the last few decades.

The military forces are split between the resistance forces, and the conventional army. Little to no integration has taken place, and both forces are still at odds with each other.

There are 5 positions in Chimerian Governement.

- President: Official Unelected Leader of the Junta
- Ministry of Agriculture
- Ministry of Internal Affairs
- Ministry of External Affairs
- Ministry of Defense

What your office is depends on what actions you can take. There're 4 kinds of actions. Each player gets 2 actions per turn, the President gets 3. He can choose which type these are. Important to note is that all actions are hidden and PM'd.

1) Free actions

Completely free, though within sensible constraints. Also, the weakest kind of actions, as you're acting on your own, with little support.

2) Inquiries

By speaking to one of the focus groups, a player can draw attention to an issue they consider to be important. (Ie, I decide the issue they give you) Inquiries can either be public or hidden.

A public Inquiry will be openly posted in the turn, stylized as a crisis. It then follows the rules for those kinds of actions, with the one exception that the person who originally made the Inquiry gets to act upon it without requiring an action.

A hidden Inquiry will be PM'd back to the player with the turn post, who can then react upon it.

3) Ministry Issues

Each Turn, each ministry receives 3 relevant issues which they can decide to resolve, either hidden or publically. If resolved publically, the action is posted in the turn, again stylized as a crisis, and handled as one. Again with the exception that the person who posted it doesn't need to use their action point.

4) Crisis

Crisis's pop up on each turn, though most will be created by players. Each player can act upon these, and thus these are most likely to cause conflicts of Authority.


Conflicts of Authority

In Chimerian Politics, it is very likely that people will conflict upon the way to deal with various issues, mostly crisis's. In that case, a conflict of authority occurs to decide how the issue is resolved.

By default, each minister has 1 Authority point on Issues not relevant to his office, and 4 on issues that are. The president has 3 Authority on all matters. On issues concerning their primary support basis, players get 2 additional Authority, on issues concerning their secondary support basis's, they get 1 additional support.

If multiple people back the same position, their authority is added together. In case of a tie, the issue is stalled, and more support needs to be found.

Player C: The Foreign Minister decides to resolve one of his minister issues  (Publicly)

The Guard are a combination of Elite forces and Death Squads. Loyal to the former Tyrant, now out of a job.

The Subcommandante is the leader of the revolutionary forces, the Army Colonel over the conventional forces.

Party Bio: They rose as a party shortly before the revolution, and are now one of the more prevalent parties. They seek to raise minimum wage, bring the country back together, and get better healthcare and education, as well as gaining power in Chimera. 
Role in the Revolution : None militarily, though they supported the militants who tried to oust him.

Party Bio: Formed after the Revolution by the Former Colonel of the Chimeran Presidental Military, Gustavo Luiz wanted to forma counterweight to the Revolution.
Role in the Revolution : Actually none, well except for Gustavo himself who lead the Chimeras Military. Note he had no connections whatsoever to the Presidential Guard or CHimeras Secret Service.

Party Bio: Before the revolution The Middle Path was a combination opposition party/activism group kept around by the old regime to show how tolerant of middle class values it was when American journalists visited. With the general uplifting of spirits TMP is allowing itself to actually pursue it's stated goals.
Role in the Revolution : None. Though some members of the rebellion were part of it at one time or another, until recently TMP was doing everything in it's power to distance itself from them. The stance has since been reversed, but some minor resentment lingers.

Party Bio: Conservative Party of Chimera
Role in the Revolution : One of the higher ups of the Elite forces of the former squad. However mr Juan defected shortly before the final battle together with his squadmates. He was pardoned from all crimes. Rumours goes that his family bribed the judge, but there is no hard evidence that anything like that took place. His family has owns many of the growing industries in Chimera.

In fact, being similar just results in a far greater risk to come into conflict.

Party bio: Same as above i want to be i his party stopping those dirty commies!

Role in the Revolution: Jorge was a Prison guard who let out political prisoners who were thrown in for trumped up charges by the old dictatorial regime..however he only let out fellow conservatives and friends of the campesino. Jorge also worked hard to make sure Soldiers thrown in for suspicion to desert or defect were also let out secretly and pulled strings to make sure his brother  Colonel Gustavo in the armed forces was never thrown in prison like his fellow soldiers. Going as far as to sending bribes to the secret service agents that he knew were on his case. As far as fighting for the Revolution however Jorge never did so, preferring to support the small conservative components that defected by freeing there captured prisoners.

EDIT: at this point there are 3 conservative party, 1 semi commie party, and 1 middle road party. An that's if me, ghaz, and evil combine for one mega party of division.
