Like I'd found out before, if you close OTTD when you start from the ingame server thing, it closes the server.

I've got a shortcut with the Target set to "C:\Games\OpenTTD\openttd.exe -D" sans quotes.
I double click that and the server comes up, checks the networking, and starts making a map.

Also, in openttd.cfg (In My Documents), I have these lines changed that I remember:

max_join_time = 4000

max_download_time = 2000

Worked. Also you still have manual pause on, if you were waiting for someone to show up to unpause.
