In the version of events where the local police culture is such that they think any resistance must be met with lethal force in order for the public to "respect" them.

They think that letting people get away will automatically send a bad message/precedent. Shooting you down sends the message that Resistance is Futile.

A drunk and aggressive man with a taser next to a cop with a gun can very quickly turn into a drunk and aggressive man with a gun next to a dead cop.
Yes, he was running away, but he was also firing backwards towards the cop. You don't get a free pass to attack cops just because you are technically moving away from them while you do it.
He had already shown that he was willing and able to take a weapon from a cop and use it against them. That situation has to be stopped before it gets any worse.

Either the tazer is a deadly weapon or it isn't. If it is, the cops tried to murder him for no reason and he was fighting for his life. If it isn't, shooting him in the back for having the tazer was murder.

Absolutely any weapon has the potential to be deadly, depending upon how it is used.

The taser is considered an incapacitating tool. Properly used against someone who is escalating violence, it is a non-lethal means of stopping the escalation. But when used against cops who are attempting to de-escalate, the taser becomes a means to further escalate the violence.
