Because Dwarf Fortress is Toady's legacy. If I understand correctly, he doesn't want it known and/or remembered as "that game where you can grab somebody's weiner and yank it off."

I just want the ability to shoot someone in the butt with an arrow.

And DF wouldn't become "that game where you can shoot people in the butt" because you can do that in like every game.

I don't think you can use live (non-vermin) animals in reactions.

Yes you can, that's how you get milk and wool and it does modify the creature in the latter as it's hair will be described as short after shearing.

Yeah, but those are hardcoded. You can't use live non-vermin animals in user-defined reactions.

American audience. Any kind of raw violence is A-okay but anything remotely sex-related is baaad, think of the children.

More seriously, I've listened to a talk where Toady discusses the implementation of naughty bits and related joyousness and he said he didn't have anything against it and it was actually good for realism and all, but it was harmful to the image. So it's really the audience.

If I were the kind that gets shocked by fictional procedurally generated lines of text I'd be far more affected by crude eye-gouging, corpse-beating, vomit-throwing and population-genociding than one occurrence of modded naughty bits violence. Not that it actually matters at all since it's, as I said, fictional.

I don't know, on one hand reading about dwarfs hacking a goblin dick off and it sailing off in an arc amuses me, but it adds very little.

Also as we don't need toilets (which i kinda wish we did so that sewers could be built) having non-functional butts makes no sense.

I'm torn here, because Masterwork has added left/right buttock and groin and the world didn't end, and at the same time vanilla DF doesn't have those bits but gets right down to individual fingers and eyelids and teeth..

genesis had those first

If dwarves could make waste such as pee and poop, I will make a flooding device to throw that all in there to kill the elves.

I disagree. Butts have great aesthetic value even if (especially if?) they do not poop.
