Modifying Mining Speed

What ways are there to control the rate at which a material is mined? I want to make a mod where mining speed is decreased substantially, and if I can help it I want it to be mostly decreased for 'generic rock' rather than mineral veins.

What ways could I achieve this, if any?

i believe there is a plugin for DFhack but DFhack has been disabled for 40.09 due to the massive amount of errors it causes.

I have heard that density of the tile effects the time it takes to mine it, i.e. soil ore stone etc.

Er, DFHack was never "disabled" for 0.40.09 - there just hasn't been a release yet, and several key structures changed so it's not possible to simply update symbols.xml. There will be a release once it's ready.
