It's theoretically possible, but currently very difficult to do.

We need a better asset editor before it become feasable.

Yeah, I'm going to wait a month or two before beginning to mod this simply because it's still in the "how do we do stuff" phase.

Apparently, two lane roads are the key to traffic management, mostly because intersections by two lane roads don't produce traffic lights.

I would LOVE fine control over roads in a game like this.  Put a lighted intersection here, this four lane is one way, this four lane is 3 one way 1 the other, this lane is for turning this is for going through, this intersection has stop signs these directions.

Traffic lights aren't all bad so long as overall flow isn't disrupted. You need leave space for it it pile up without blocking side streets.

Apparently there are 2 mods doing one of your targets each. Sadly they aren't compatible (granted both need to add another class in the data structure) but it seems both are inclined to do the rest of the job.

Considering there's no traffic accidents in the game, if you give the ability to remove traffic lights there would be literally no reason to enable them at all.

In my limited usage of the traffic light mod you are quite right. The cars clip through each other to some degree and they do find a way through with minimal stoppage. It cleared up a bunch of intersections. It's to be expected when one computer controls all vehicles.
