I'm trying to make it fit in with the arcana and I thought it was an interesting effect.

Still, you'd need something that covers PCs that are neither male nor female.
Also, rather than removing ozone above a target, the world could allow cosmic radiation heading towards them to bypass Earth's atmosphere and magnetic field which would have a more noticeable, immediate effect.

Description:  The younger (adoptive although that’s obvious) brother of prosthetic limb salesman Keith Larson. He has brown hair and red eyes. He dresses in fine suits along with always wearing a mask similar to one from Payday. He also always wears silk gloves. He's incredibly shy which is hidden behind a cold exterior. He has fairy wings that exude a powder appropriately called fairy dust that induces heavy drug like symptoms. It can be used to make an oil with similar properties.

Background:  Kyle was bought as a slave at a young age after his parents died in a violent civil war. His dust was quickly found to act as a hallucinogenic. The oil bit was he himself. He uses it as massage oil. Eventually the crime ring that bought him was taken down and he was adopted by Father Larson.

Ability: Has a deck of magic tarot cards. The effects can be anything from summoning a persona (never on purpose actually.) to causing enemies to punch themselves. (Always on purpose. Dat tower arcana)

Classes:  Sign language, fighting class, Persona control, care of magical creatures

I was planning on being boring with his character as it seems nothing interesting is being planned.

For starters, an ozone hole isn't exactly a death ray. It just makes it easier to get skin cancer.

Cosmic radiation comparatively, is significantly more dangerous, there have been reports of particles possessing the kinetic energy of a 56 mph softball.

Also, neither will be a ray. I think the ozone hole will let in a somewhat conical stream depending on the time of day. A cosmic radiation entry would be more similar to an iron maiden of radiation.
