So who does it summon?

First off, Kyle is practically comatose when the summons are out. During that time he's in the realm they come from waiting and watching.

Spoiler: A short list. (click to show/hide)

Fool:  A spirited young girl of capricious temperment. Doesn't know a lot about the world but does well at what she tries to do.
Magician:  A mage, cocky, know nothing know it all.
High Priestess:  Know quite a lot, thinks Kyle is the chosen one. Pretty weird.
Empress:  A motherly figure. Anything else is to be skipped over. Needless to say she is kind of embarrassing.
Emperor:  Authoritative, fatherly, does not like cowards.
Heirophant:  Authoritative, also believes Kyle to be the chosen one. Commanding AND weird.
Lovers:  A mage and a warrior. Horrible when apart but work excellently together. With enough effort they could probably make even Ghislaine and Fuschia work together. 
The chariot:  A strong willed warrior. Honor bound to protect Kyle. Expert on many weapons. Give him a high powered Swords card and expect carnage.
Strength:  Summons a strong warrior woman. DID I MENTION SHE HAS A MOTHER FUCHING LION!?
Hermit:  A wizened old man though he's a bit unpleasant. A good friend.
Wheel of fortune:  A gambler bearing knife scars who enjoys drink and gambling. Never go up against him in games of chance. He has near supernatural intuition.
Justice:  A stern and cold judge. She was in the military.
Hanged man:  A penitent knight. Swords dull, armor is battered, and he rides an old mare but he's honorable and will raise his sword in the defense of the weak.
Death:  Man of pale whit skin. Animals refuse to go near him and he kills plants if he's near them to long.
Temperance:  An advisory. Helpful advice but she'll talk your ear off if you're excessively violent or hedonistic.
The Devil:  A charismatic gentleman. Can offer contracts for nearly anything at a small price. Or is it...?
The Tower: A mad bomber anarchist leader. Try to stay out of the way.
The star:  A young woman. Can heal wounds and cure diseases with a touch. Pretty okay in a fight.
The moon:  Changes forms and backstories practically every time you stop looking at them.
The Sun:  An enthusiastic merchant woman. Very optimistic. Definitely in Kyle's top five.
Judgement:  Nothing ever happens... Although Kyle feels like he is being watched.
The world:  A once daring adventurer. Happy to share their experience. Pleasant company really.

So does that replace his current Tarot effects? Or is just a second set of abilities entirely?

That makes....four characters with multiple sets of powers.

Actually, Louis only has one set. It just has three roll tables. One for trigger, one for nature, one for type. Regardless of the roll, the ability is just "enchant furniture, furniture attacks anyone except Louis who meets the conditions".

I'm divided about this. On one hand, the existence of multiple abilities is not too comfortable to me. On the other hand, should the abilities themselves be sufficiently limited in role I would be fine with it.

And come to think of it, Tohru and Marcus' powers are more or less trigger-based, limited to a certain role, with the exception of the Cat for the former.

More or less. In the case of Tohru and Marcus, their limitation is single-use per day with trigger-based activation. In the case of Louis, it is lack of control, lack of management (he can't actually dispel his own enchantments), no variance in actual function (it just boils to different ways a chair could hurt someone rather than varying between killing, teleporting and whatnot), limited targeting (it isn't so much directed as much as pointed at a vague area), broad conditional trigger (it can only affect furniture) and also something that automatically kills him if should he be too close to death.

Personally, my opinion is that his tarots are fine as they are, however, they are still too broad to permit the addition of a set of summons.
